if it houses apple though, but if its just a fancy entrance it seems like a waste of money and space.

I think we can safely say this is Apple Vancouver flagship.

The roof lines seem identical along with the wood treatment. The rounded glass corners. Even the lighting seems to be identical from the rendering to the Chicago flagship.
The similarities are striking...

It looks like seating along the window on steps, that will be a nice spot to hang out.

I expect those steps to be more popular for sitting than the existing outdoor parts of the plaza.
I see they have made some of the steps into benches to encourage sitting.

Side note:
They are going to fill-in the loading zone on Georgia in front of the rotunda!
There's already no stopping in front of TD Tower for the buses.

this looks better, but it doesn't appear to be retail space. It looks like just a 2 storey entrance to the mall. Notice on the 2nd floor there's some seating right against the glass looking out. It feels kind of like the observation points on the Highline in NYC

The previous design was utterly atrocious, but this redesign (as depicted above) is still unimpressive and inadequate for such a prime location (and for Apple).

Why is the site so underutilized and the interior space so small? Why are there thick opaque walls on the sides, leaving blank, dead spaces? I have a hard time understanding why the developer (and Apple) would not demand much better than this.

The front facade has a recognizable Apple look to it.
It backs onto the mall, so that limits the rear section.
But you are right that the sides are really bulky looking - the only reasons I can think of for the solid (shear wall-containing) walls on the sides are:
- future sideways in-fill by the mall when / if Four Seasons / 701 West Georgia are re-clad / redeveloped.
- supports in the parkade below require that spacing (Chicago store has supports away from the glass sidewalls)
- future vertical expansion when / if Four Seasons is redeveloped.

Why would they need 3 shear walls that big?
Maybe for another vertical expansion on top for future hotel function space overlooking the VAG plaza?

At least it's not what Toronto is getting at Toronto Eaton Centre.

It's obviously an Apple Store, but it's a substandard version, given the large, prime, plaza/corner location, something the Atlanta store doesn't have. This design is an ordinary store which doesn't live up to its extraordinary location.

I think the walls are intended. The other locations might be in more open plazas where a glass box works, but you would be facing some ugly buildings next door which is probably less than ideal for that kind of design. Not all flagships are the same.

There's also a new small CRU inside the mall on the first floor.

Four Seasons closes next year (January 31, 2020), I guess it might make sense to do work on their lobby around the same time?

Fantastic design, integrates with the architecture of PC, aligns with the angle of the Four Seasons facade, preserves some of the plaza, makes for a grand entry to an otherwise mundane mall, returns to timeless modernism that will age well.

So glad to see that horrid previous incarnation scrapped.

I'd say it's 99.999999% certain it's Apple's flagship in Vancouver, and it's definitely space for 1 single retail.

The mall entrance is off to the side on Georgia:

I was in San Francisco recently and saw their Apple flagship store on Post Street. It is pretty close to the same look and feel as the rendering that is currently being proposed. I will say this: the San Francisco store is stunning. I've also seen the store in Chicago which also closely resembles the rendering and it too is pretty striking.

Assuming this is going to happen, I'm going to reserve judgement until I see the final product.
