I doubt it will be touchable, the base is quite high. It will probably be a hot since it's a chimney for the heating plant. I think part of the reason a shiny surface is desirable is that it tends to dissipate the heat better.

I'm somewhat confused about the Gatineau plant. The building near the Printing Bureau and the building near the River are part of the same project (the Gatineau project, a opposed to Cliff and Tunney's)?

The Jacques-Cartier park structure is just a pumping station to get the water all the way to the Printing Bureau, it's not a "plant" in its own right.
