That's not just a fancy sign going up, that's a slip mold. It's a triple deck scaffold that rises as they pour concrete. The top deck is where they set the rebar and molding into place. The middle deck is where they pour. The bottom deck is where they release the molding and do finishing work.
As for how fast the rising, that's about typical for a slip mold. They'll rise a couple of feet a day.
I've been on one before in Pueblo, CO. They were building silos for a concrete smelter.
