It's a scapegoat.
The Plaza of Nations was temporary for Expo 86, but most of it hung around until the canopy was forced to be demolished due to structural conditions and up to that point had remained a popular venue.
Temporary bike lanes in Stanley Park were another one, until they tried to leverage that into being permanent too.
"The Words Don't Fit The Picture" was temporary, but it hung around for a decade.
Concord Pacific's offices on the flats is "temporary" until site development starts. (I'll still believe that when I see it. How long has it been now?)
There's been a number of temporary installations that either long outlived their purpose or were as quietly as possible made permanent.
If they could of gotten away with it we'd be talking about them in 25 years, hopefully not for problems like mold or worn out structures. I'd rather be paying to see permanent purpose-built housing built rather than stacked trailers in a parking lot.
