That's definitely bias. It's not like fuel cells are low environmental impact on the mining front. And Ontario has a fairly low emissions electricity system. Compare that to using hydrogen that would be derived from natural gas.

From a strictly transit operation point of view, battery trains are also easier and more reliable to operate.
