Fact is none of the above comments are facts.
London has a significantly (almost 2x) higher ADR and REVpar than Vancouver. That's an astoundingly big gulf in the hospitality world.
Vancouver is a very seasonal market that is tough to make hotels work in. You make hay for a few months of the year but the remaining months are difficult and you really rely on the summer big rates to subsidize the low season.
Also the City, for all their faults, are not standing in anyone's way to build hotel. In fact they are actively encouraging it and working to streamline developers who are looking to build it
