The issue with cloud gaming is the latency sending data between you and the server you're talking to which is typically hundreds if not thousands of kilometres away. If CMBC was to have an operations centre in Burnaby directly communicating with busses in the Lower Mainland, the EoE latency to a bus in Richmond or Surrey really shouldn't be more than a few milliseconds.
The model is also to have the vehicle supported by some autonomous driving features, but nothing that's outside current norms (lane assist, adaptive cruise control, lane change, stopping at stoplights, that sort of thing).
Bear in mind that the vehicles would be travelling on static, generally straight routes too so there's no need to go crazy with the autonomous driving requirements. If extremely straight routes with existing bus lanes could be converted, that might be game changing (see 99, R4, R3).

4/5/6G isn't about improving latency, you can't really get information to travel faster than the speed of light. Bandwidth =/= speed/latency.
