I haven’t heard of anything yet, but I’m very curious about what they are planning there, and how large it will be. I’m expecting it to be a smaller development, but who knows.

Another residential conversion downtown

"for the properties located at 261-
267 Pelissier St (as shown on Appendix A). The applicant proposes the conversion of
eight out of ten existing office building floor levels into residential apartments with the
remaining two floors retained for commercial usage. A total of 31 new residential units
are proposed. The property is known as the Security Building"

That's great! Although to be honest I thought that the conversions were already underway good to see that there's still continued work being done on the building.

Not a big development by any means, but the old Havana Smoke Shop on Ouellette (between Shawarma Palace and Pizza Pizza) had all the plywood off the windows, lights on, and some guys doing some construction work in there about a week ago. I haven't heard anything about it but it's the first time I've seen activity there in over a year!

$1.7 billion capital budget forecast

The top spending initiative is almost $169 million for roads. In addition, $32 million is specifically earmarked for the Provincial-Division Rd. corridor enhancement, $21 million for Howard Ave. from S. Cameron to the Herb Gray Parkway and $25 million for ongoing Riverside Dr. Vista (widening) improvements. Altogether $491 million is slated.

The next largest part of the budget is sewers, ringing in at $467 million. The biggest items here are $85 million for city-wide sewer rehabilitation and $67 million for the sewer master plan. $61 million has been earmarked for flood prevention and $45 million for basement flooding.

The next biggest expenditure is $175 million for parks and rec. This includes $27 million for the central riverfront and Civic Esplanade, $27 million for the controversial Adie Knox Herman “Reimaging” conversion, $21 million for tree maintenance and $20 million for playgrounds.

Checking in next is city corporate property at $168 million. Of this the biggest is $28 million for a new fire station headquarters, $11 million for roof replacements, the same for the riverfront fountain, and $10 million for the homeless Housing Hub. One “confidential legal matter” clunks in at a whopping $13.5 million.

Next on the list is transportation at $163 million. Top spending includes $33 million for Transit Windsor bus replacement, $25 million to replace city vehicles and $21 million for Fire and Rescue vehicle replacement. Agencies, boards and committees are requesting $127 million. The priciest by far is community housing at $65 million and then $13 million for police fleet maintenance and replacement. Community and Economic Development has an ask of $105 million. Top spending - $41 million – is for the new hospital, and then $13.5 million for something called the “corporate enterprise resource planning system”. There’s also $25 million for grant matching and “inflation mitigation.” Corporate technology’s ask is $41 million.

Here's that Westdell development someone mentioned. It's going before city council and they are requesting relief on size of project (height and parking increased).

Gateway Village- 2700 Huron Church Rd. - 4 apartments: 8s, 10s, 12s, 14s - 640 units total - 2 1 storey retail structures.

This looks like it will be a very nice development for the area. It’s great to see the west end getting so much investment and development now. It has great potential, especially once the new bridge is built, and most of the truck traffic is diverted away from Huron Church.

They have the address wrong on their website (it's 2700 Tecumseh Rd West, not 2700 Huron Church Rd). It'll take a while to get to city council but it's going before the planning committee next month.

That’s a huge complex for Windsor. Where is it exactly, the empty lot behind the Canadian Tire?

Yes, it is in that empty lot behind the Canadian Tire/Food Basics plaza. It's going to be massive for the Huron Church corridor.

Supposed to go before the Heritage Committee next week and then to City Council next month.
The rate things move around here, who knows when we'll see any actual progress.

Still waiting to see or hear anything on the Sandwhich street tower proposed down by the Tim Hortons (Old Rum Runners bar) quite close to the bridge construction.
Not to mention the proposal that was on Sandwhich street across from the Dominion House (closer to Mill and Sandwhich)

Zero site prep done to the already approved Farhi tower on Riverside

Next to nothing mentioned about the Global Village at the Grace Hospital site

There was a tease about a new tower down on the river next to the RCMP Marine Dock at the base of Mill Street.

I realize following this site/forum tends to get you information earlier on than most people may see things but unless everything that gets proposed, starts all at the same time, I am concerned we won't see half of the proposals actually built.
I hate being a negative nancy but this city and the way things get built in it, has me naturally skeptical

I agree with you, it can be very difficult to be optimistic regarding development in Windsor. From info that I have heard from the grapevine in the past, the big issue is servicing. Take a look at the Windsor MappMyCity Sewer Atlas and turn on the layer for combined sewers and compare it to storm and sanitary sewers. The vast majority of older Windsor mainly uses these combined sewers for servicing. Combined sewers mix storm and wastewater and let it drain out into the Detroit River completely untreated. The bulk of these sewers were built before 1950 and are basically at capacity, as evidenced by the flooding issues we see in Windsor. Building new sewers like this is also illegal, so any new development would require brand new storm/sanitary servicing.

So basically, if any major development were to occur in these areas, it would basically require an almost total reconstruction of the sewer system and water treatment plant infrastructure to handle the new capacity. Windsor does not have the money for this. There is lots of money being poured into new storm/sanitary infrastructure across the city, but it doesn’t even come close to what would be needed to fix these sewer networks to handle the capacity of major new development in downtown/Sandwich/Walkerville etc.

that's not how it works exactly - but the City needs to plan to add capacity in these areas. Combined sewers are also typically treated to some extent, though I'm not sure of Windsor's specific situation.

New capacity can be added by running new separate sewer lines through the city to supplement the existing combined system, or they can expand combined sewers in tandem with improved treatment systems at their outfalls (the sewer treatment plant).

Large parts of Toronto operate on combined sewer systems as well, and have managed to handle large volumes of growth. This is has been accommodated with the strategies I mentioned above, a combination of new servicing infrastructure and enhancements to treatment systems for combined sewers.

All of this is typically accounted for in development charge background studies which determine what sewage upgrades are needed and then base development charge rates on what these servicing costs will, well, cost, and charge it back to new development. There is a very robust system in Ontario set up to ensure servicing occurs in an orderly fashion.

There's a 9 storey, 172 unit proposal for Forest Glade going before the development committee also. Looks like it will be on the empty lot next to the old princess auto off Lauzon parkway.

Another great addition.
I guess my biggest complaint regarding all these proposed plans is that they're made so far ahead of being ready or able to start that you almost forget about them.
Wasn't there supposed to be multiple buildings going up just the other side of Little River from that location? On Lauzon road itself in the empty lot next to the Church.

This is how development works everywhere. Half the proposals that come up in London don't make it to fruition either and the ones that do take a while. It's just more noticeable in Windsor because there was a long stretch where there were no major developments during a time of stagnant population and now we're very eager to see it.

There's some condos being built down the street, south of forest glade drive behind the safety village.

A couple projects have gone quiet for some time now. One of the larger ones being the 6 towers proposed for 2 sites downtown back in 2020 I believe.

Yes I see the buildings going up when i drive the express way.

Also noticed while driving down riverside drive that it looks like fencing is starting to go up at the old Danny's site. I was hoping with the warmer temps we would at least see a coming soon sign up at the Farhi Riverside and Jannette site by now. This is the tower I am most interested in right now because it will be a nice addition to our skyline.

Yeah I believe that one was supposed to be at the current CBC Windsor site if I'm remembering correctly. Haven't heard too much about it since then

That's good to hear. I really like the design of that building. That roof top patio will be stunning.

Farhi's tower is still pretty early but making progress. Same with the vertical forest towers. Also, the global village site is supposed to have shovels in the ground any week now. That development is going to transform that area. $100m+ investment.
