The old buildings add so much character to the city. They're especially important at street level as new glass and concrete buildings get built bigger, but generally have more attention paid to the upper portions of their structures, and less attention paid to the aesthetics of their parking garages, by the architects who design them.
That seems to be the promenade path that starts from the water shallows (those rectangular concrete beds). I think it might also be a water feature as I've seen renderings with a stream running thorough it all the way to the Zocalo area

It's mostly nice looking buildings. Minus that ugly white one on the right and Frost's parking garage. Old Frost isn't great, but it's good for Brutalism.
