Here are the PAC meeting links for the 2 new developments that will be presented at the Tuesday, Feb.7th meeting.

Newport Crescent - (4 story, 91-unit midrise in front of the Portland United Church. Plus a 2-story containing 6 townhomes along Millidge Avenue).

First agenda item, a zoning amendment request, references a proposal to convert a 'hotel structure' into mixed-income housing. Any ideas where this would be?

Maybe the old Holiday Inn at Haymarket Sq? But I think this is already housing?? I had heard a while back that Chateau SJ was looking at converting to housing but I'm not sure where I heard that.

It’s whatever hotel is owned by the builders of Telegraph Square based on name referenced

Interesting - Telegraph is owned by Brittain I believe and the Chateau is (was?) owned by a family in Moncton.

Yeah the applicant is Iron Gate Construction Services which is the ones behind Telegraph Square and Seabird Suites. It mentions converting an existing hotel into affordable housing.

"The Community Planning Staff met with the applicant to discuss a potential affordable housing project that would convert a hotel structure into a multi-unit residential building. Based on these discussions, staff proposed the creation of a Converted Accommodation use, which would allow for the conversion of these buildings without the requirement of a possible rezoning and/or Municipal Plan amendment.

Based on the guidance of staff, the applicant submitted an application to amend the City’s Zoning By-law through the creation of a “Converted Accommodation Use” in the Corridor Commercial (CC) zone. The proposed use would facilitate the conversion of existing hotel/motel structures into dwelling units. Staff has developed the necessary definition and regulations for the use and are proposing to expand the use to other commercial zones that currently contain existing accommodation structures including the Uptown Commercial (CU), Business Park Commercial (CBP) and General Commercial (CG) zones.

ANALYSIS
Proposed Amendment:


The applicant and staff engaged in a discussion around the possibility of converting an existing hotel into affordable housing units and the planning approvals necessary to facilitate this type of housing project, with a specific focus on a property located within the Commercial Corridor (CC) zone. In general, Accommodation uses, such as hotels and motels, are permitted within commercial zones, which may or may not also permit the establishment of Dwelling Units. This creates a situation where some properties would require a rezoning in order to facilitate this type of use, whereas others would only require a building permit to facilitate the change of use.

Based on this potential development project, staff recommended the creation of a new use and associated regulations to allow for the conversion of accommodation structures, which would create a streamlined and standardized mechanism for these types of housing projects. The benefit of establishing the Converted Accommodation use would be to eliminate the need for site specific rezonings, to facilitate a streamlined approach to housing creation and to support the implementation of the City’s Affordable Housing Action Plan. In addition, staff are proposing to expand the use to include the Uptown Commercial (CU), Business Park Commercial (CBP) and General Commercial (CG) zones".

The Chateau has not changed ownership in recent years and I don't think Iron Maple owns it.

Definitely not the Hilton, Delta, or the renovated and about-to-be-rebranded Best Value Inn.

Holiday Inn Express maybe? Sold in 2021. Other than that, maybe Rodeway or the Travelodge (which sold in 2019) on Fairville? Probably not the Best Western or Hampton Inn over east.

Regarding the Newport Crescent project, it seems this would be built on surplus church land, not replacing the church. That looks like the perfect kind of infilll for the area.

The Chateau Saint John hotel is owned by Wyndham Worldwide.

Now that you mention it I did hear somewhere it’s a property on Fairville Blvd. Can’t remember where I heard or saw it ….

I've heard on decent authority that the proposed 35-unit at Crown and Leinster (https://pub-saintjohn.escribemeetings.com/filestream.ashx?DocumentId=9828) will proceed this summer.

I know of another project Uptown that’s already been announced and the proponent has full intention of starting construction this spring. So with 166 Leinster thats 2 projects lined up.

MP Wayne Long is in Ottawa right now and posted online almost an hour ago saying:

The reason why I won't be releasing which project I am referring to is that I know a lot of times the information posted on here is directly shared to other platforms like Facebook groups and given that it hasn't been officially announced by the person(s) I don't want to steal their thunder.

Regardless... I do hope that gives you a sense of optimism about this year's construction season.

I'm pretty sure next year has rather few confirmed things. Courthouse renos for the theatre company, the first and smallest Fundy Quay building, the French school.

Maybe 99 King? The second Fundy Quay building?

FWIW, I'm basically obligated to break ground at 202 Waterloo for a 45-unit mixed-income by fall. We're just hashing out some final details with the province and architect.

166 Leinster
194 Charlotte
Steepleview
Queen Square North
Fundy Quay SW building
Courthouse

and your project at 202 Waterloo.

I also wouldn't be shocked if we see a new project come through the pipeline between now and the summer.

IDK about Queen Square North. No good reason, but I just don't see it.

I did forget about Steepleview, which is basically a sure thing.

Interestingly, in the Charlotte/Queen area (since you bring up 194 Charlotte) I noticed the last building standing at 295-305 Charlotte was finally demolished. IIRC it sold at the July property tax sale, or maybe October. Right now there's only a single fire damaged triplex at 78 St James on this side of Victor Train's complex... and it sold in August. I figure this will become prime real estate as soon as they break ground for the new school. Does Train own these two properties in addition to the other 4 vacants around them?

I'm also banking on the school juicing property values for 23 and 32 Harding, where I have challenging 20-foot-wide builds planned.
