While I’m aware that the speed limit on the divided 4 lanes coming out of Golden towards Yoho is 80 km/h, I wonder whether that limit is temporary. You don’t want people doing 100 km/h right before all the sharp twists and turns, all of which are being eliminated with this phase of twinning. With them gone, I don’t see reasons to keep the speed limit at 80 km/h.
100 km/h is still a substantial upgrade for the area. I don't remember the posted speed limit (~80 km/h), but when you account for the corners the average travel speed ranged closer to 40-60 km/h. I remember a friend from college who was travelling home overnight from Alberta to the coast and was used to a lot of mountain driving, he said he attempted driving the Kicking Horse Canyon at the then-posted speed limit and felt it was too fast for his liking.

Similar to how Highway 3 through most of BC goes, the speed limit didn't change for the twists and turns but there was lots of curve warning speed signs so you weren't probably going to try to hit 80.

The remaining section to be four laned through Kicking Horse Canyon is definitely somewhere where 80 km/h is way too fast for those sharp bends. I think I was going 50 or 60.

Basically it boils down to this from a Dec. 2022 CBC article:
The federal government allocated $85.9 million in 2016 to upgrade a portion of the Trans-Canada Highway within Yoho National Park and also begin a design, consultation and environmental assessment. A six-kilometre stretch of the Trans-Canada in Yoho National Park was twinned in 2018.
Consultation and a draft impact assessment on twinning the remaining the 40-kilometre section were finished in 2021.
"Funding has not yet been allocated for the initial construction phase of this project," Suzanne White with Parks Canada said in a statement. "Parks Canada anticipates that highway twinning will be undertaken in a phased approach and take place over several years.
