1. City re-opens their Wellington Street.
2. Feds take over the street.
3. NCC Closes the street
4. NCC gives the ROW to Gatineau for a tram. Feds pay for the thing.
5. Street reopens again with a tram, bike lanes, and all the fun stuff. In 2080.
