I'm not sure that's true. That area is subject to
lower potential heights because YVR want to protect possible future expansion. It was
reported in detail in 2019.
In the whole of Richmond City Centre the height limit is 47m above sea level. That's set by Transport Canada. Richmond has wanted to increase possible heights around City Hall since at least 2005, and there's a statement to that effect in their OCP, but only YVR can request a Transport Canada alteration to the current 47m limit, and they haven't requested any change.
