I think you meant to say Lexington Passage, otherwise you've nicely summed up the number of points that the design of the base will offer. But I wouldn't personally say that the zoning is what determined the design or allowed it to be built how it is being built, particularly as it relates to the base conditions, I'd say that's a result of the subterranean conditions. I could be misunderstanding that beginning part of your post though.
