I see but why would they take out all the existing tanks then? Instead of just adding to them? What I was actually thinking is maybe they just want to sell the land to a developer and be done with it perhaps?

I'm thinking they are replacing old/aging tanks if they are removing some and installing new ones. That's pretty common.

The Dairy Apartments at 801 NE 21st Ave are now Approved to Issue. It's worth noting this project "rests with a philosopher king". This is a broader question, but I'm wondering why certain projects sit in approved for so long. Unicorn Bed by Guerilla has sat in this stage since March(!), Proper Hotel in NW since Feb(!), 1440 Taylor & 1500 Taylor since 2019(!!).

What are the ramifications? Aren't the project owners losing money the longer these sit idle? I'm asking because there are several projects that have sat in this stage for quite some time, and I'm curious if that's an indication the project owners are simply eating the costs of permitting or the project is dead or etc.

Hmmm...that's interesting. I drove by this last weekend, and there was a lot of activity at that location. People working on the exterior, forklifts moving in and out of the loading door (construction folks....had to hold up traffic).

Maybe that's a good sign?

The Anna Mann house in the Kerns neighborhood is a Tudor Revival style building from 1910, originally built as a home for the elderly. It's undergoing a renovation, including two new buildings. In total there will be 128 apartments for low-income renters.

Adjacent to that property at 3140 NE Sandy Blvd is a new assisted living facility with 115 units.

I don't know the status of any of these projects, but in general:
  1. The outtakes fees on a permit are substantial, especially because they include the System Development Charges (SDCs). Typically an owner wants to avoid paying that money before they have to, especially if they don't have financing in place yet or they're not yet ready to mobilize on site.
  2. There are still some projects in review under the 2014 building code, which was effective until 2019. Now that we're moving to the 2022 building code, BDS is saying that all projects have to get to "Approved to Issue" status, or the permit will expire.
  3. It may be necessary for a project to reach "Approved to Issue" status to complete closing of financing, especially on affordable housing projects which have a really complicated financing stack.

The two projects in Goose Hollow may just be dead. Or, like the Press Blocks, they may start all of a sudden. There's no real way to tell from the outside.

Staff recommends approval of the seismic renovation of the existing Albina Branch Library (a Historic Landmark), the removal of an existing warehouse and garage that were added to the rear of the library in the 1960s, and the construction of a new 32,000sq ft addition to the rear of the library.

Drove by this site at the NW corner of Sandy and NE 20th. Full on active demolition occurring behind the existing facade that remains. Any news on this site? Is it just a demo for safety reasons? I don't see much regarding this location. I see a demo permit, and some 2020 era early assistance activity:

I was in the CC area for a Blazer game a few weeks ago and this building was fenced off, NE Grand/Irving. Does anyone know of redevelopment plans here? It is much needed, it's pretty sad to see some of the blocks adjacent to the CC in this kind of shape.

Looks like you're in luck. Portland Maps shows a permit under review:

Does anybody have any idea what this is? I don't subscribe to the DJC.

I didn't see it myself, but my wife told me she drove past and the Sunshine Dairy building is completely demolished now. They move fast. Can anyone corroborate?

I can't seem to find it right now, but one of the local TV stations recently had a story saying the same thing.

And the building permit was approved? So this is likely to go up then?

The permit is in "approved to issue" status and there was a story announcing that they have a construction loan.... so it seems at least more likely than not that the project is moving forward.
