That one is a head scratcher. Salman bin Abdulaziz Al Saudi 's net worth is almost 19 billion USD. Maybe he didn't want to use any of his own money to finish the building as investors walked away. Saudi also has a bunch of other crazy massive projects in the works. This one is probably the most ambitious and is already under construction. It's only 200m wide over 400m tall and will house an estimated 7 million when complete.
