The City wouldn’t be that stupid. You want the Dolans as a partner if you want MSG removed, and a say in what takes its place. Short of eminent domain (good luck convincing a court that an active arena that is busy every night is a blight), you can’t kick them off the site. So, if you say “we’re no longer gonna let you operate an arena on site”, they’ll just say fine, and move across the river out of spite. Politicians are dumb, but not quite that dumb. New Yorkers are what keep that arena filled, and like it or not, they like the Garden right where it’s conveniently located. And those people also vote.
