Unless Fred can identify where these 'spaces' are that could be renovated and have bathrooms, showers and washing machines plumbed in, that's exactly where he's pulling the idea from. Can you identify these City-owned properties sitting around waiting for Fred to find a use for them? Is he thinking of commandeering The Arbutus Club? Taking over some Southlands stables? Is there an unwanted hall in Dunbar?
