Then some of them won't end up dying on the streets or even attacking you. The "Gulag" is for the hardcore criminals. Yes, your bad.

Fact is, when a city has good law-and-order, and that laws are enforced, people are less prone to being disorderly. When residents like yourself don't care, and authorities don't give a hoot, then the streets will resemble mayhem. Just look at our very own DTES. I agree that there should be more treatment centres, but enforcement can make more people needing help actually get the help.
