It's a completely different core today than when I grew up (left in 1996) and even compared to 15 years ago.
For example, when I was in 4th grade (1993) my class took a field trip to Music Hall to see The Nutcracker. The teachers made it very clear that when we got off the bus across the street near Washington Park we were not to talk to or make eye contact with anyone.
In retrospect, that was insanely racist and/or classist but today Washington Park is arguably one of the crown jewels of the city's park system. Before The Banks, the joke used to be that all the fun stuff along the riverfront was over in Newport. The sports teams are on the Ohio side of the river, but considering their historic awfulness, going to Reds and Bengals games is usually an exercise in masochism.
At least from what I've seen and observed, there's a definite improvement in both built environment and mentality about the city and region's future. I'm not surprised it finally grew after the 2020 census.
I'm sure what I'm describing is applicable to Detroit, Cleveland, Buffalo, Pittsburgh and other cities that fell on hard times during the last 50-60 years.
Then again, probably because of the proximity to Appalachia, the region continues to get hit hard by the opioid crisis.
