He's probally looking at the max theoretical potential. I believe some of those sites don't have a max height limit as well, only bounded by FAR... so in theory... 600m+ could rise.
But yeah its a bit immature on the authors part to speculate the max of anything. Like NYGuy was saying, likely to scare and trigger the NIMBYs.
