I was thinking that the diagonal railing along the edge was fall protection. There's slight drop off to the flower bed.
However, I was glad to see that there aren't an abundance of railings that prevent falling into or off of areas next to the waterfall fountains.
So overall, it's a bit of a head scratcher.

Those escalators are all blocked off right now.
