The BLOCs tower seems to still be moving through the entitlement process. Not my fave but at least our favorite parking garage will be put to more use. Beggers can't be choosers but with a massive roof like that garage, I'd be happy if they decided to add a smaller tower in the opposite corner. Won't happen but hey.

It's funny how the WG get accused of cheating. This tower is adding a whopping 12 floors of already built parking garage to its overall height haha. "it's going to be a 53-story building" .... Noooooo its going to be a 41 story.
This will be a very nice addition. Especially aesthetically. From certain angles will be a welcomed addition to the skyline. Also, when walking around DTLA, this tower will have a striking and beautiful appearance.

This has to be one of the biggest surprises. No one would’ve thought this building would look as good it’s turning out. And the street presence is amazing already.

New construction above the mall's fortress-like garage

In late 2021, National Real Estate Advisors filed plans to add a high-rise apartment building above The BLOC's massive parking garage in Downtown Los Angeles, following through on a premise first floated when the company took ownership of the office, retail, and hotel complex three years earlier. A presentation scheduled for review at the August 4 meeting of the Board of Recreation and Parks Commission signals progress on the project's entitlement application.



The project, which would be oriented toward east side of The BLOC property near the intersection of 8th and Hope Streets, calls for the construction of a new 41-story building above the 12-story garage. The resulting 53-story tower would contain a total of 466 studio, one-, two-, and three-bedroom apartments, with parking for 441 vehicles to be provided within the existing structure.

Handel Architects is designing the tower, which is portrayed in renderings as a contemporary high-rise with a with a sculpted glass rooftop wrapping outdoor deck. Plans show a building rising 710 feet in height at its parapet.



The roof of the existing garage, which provides parking today, would be repurposed into a landscaped amenity deck with a swimming pool, a fitness center, and an activity lawn. RELM is serving as the project's landscape architect.

The provision of open space is factor under consideration by the Board of Recreation and Parks Commission, which is expected to weigh in on whether the project should be required to make a land dedication for new public open space, or to provide an in-lieu fee to supplement existing park projects now in the pipeline. A staff recommendation recommends either a land dedication, or a combination of a land dedication with payment of fees to fund renovations to other parks located within two miles of The BLOC.

In addition to a new residential tower, National Real Estate Advisors is also pursuing approvals to add numerous signs to the exterior of The BLOC's garage, including digital displays at garage entrances and on prominent locations at the upper floors of existing buildings.

Requested entitlements for the project, including a transfer of floor area rights, will require a hearing before the City Planning Commission. A timeline is not included in the project application.



The BLOC, a 1970s development previously known as Macy's Plaza, was transformed by the Ratkovich Company into its current format just over five years ago. The property is anchored by a 32-story, nearly 730,000-square-foot office building and a Sheraton Grand Hotel, capping more than 430,000 square feet of commercial space that includes a Macy's, Uniqlo, and Alamo Drafthouse. The complex also has a direct link to the adjacent 7th Street/Metro Center subway station through its sunken courtyard.

Then I notice the youtuber posted that his vid is from July 2021. I didn't realize the apt tower at the NE corner of 8th & fig was still not above ground level as recently as about a yr ago.

In comparison, when I drove by the connector line station at 1st St & Central in Little tokyo several wks ago, I thought it would have been further along by now...nearer to completion.

dtla has long been a test of patience.

^ That property was supposed to become this, but I know a few yrs there was pushback about the proj from certain tenants or landowners in bldgs that face broadway. Equity residential received a demo permit for the small taco stand, but they haven't even cleared out the land.

When new devlpt in certain other cities is off the chain right now, why dtla ends up with a stalled oceanwide on Fig or a long proposed but yet to be started apt tower at 4th & Hill is something that puzzles me...it exasperates me too. Also, since the equity proj is right next to Grand central mkt and is also next to a MTA station...& also near Angel's flight....it's more visible than other sites are in dt.

I believe that's the 4th & Hill location, and across from Angels Landing. No updates on 4th & Hill though since Sept 2019. It's really not surprising that projects are getting stalled though in these economic conditions.

Well since it's a subway station I'm sure there's more that's been completed underground that you can't really see yet. Final touches. And the new route has to undergo 6 months of testing too.

^ It's baffles me why equity residential, a big firm based in chicago, hasn't been able to move beyond square one in putting up an apt tower on the property at 4th & Hill St. The proj has been in the planning stages for yrs, & again, equity did receive a demo permit back in 2021 (or was it 2020?).

If they had at least cleared out this land & turned it into a clean empty site, that would have helped. But they haven't done even that.

I've been walking & driving by taco house #1 stand for yrs & yrs, & it has long bothered me. dtla, esp around high visibility locations like 4th & Hill, deserves something a lot better. I'm relieved the tinker toy parking structure across from disney hall was finally removed, so now properties like 4th & Hill become more of an issue.

When I see what's going on nowadays in certain other cities....on the east coast, in Canada, etc....the slowness in improving dtla becomes more of a bronx cheer.

If the Angele's Landing proj...at the NW corner of 4th & Hill....breaks ground before anything occurs at the NE corner of 4th & Hill, that will be really ridiculous. Meanwhile, I'm waiting for work to begin a few blocks north at the NW corner of 2nd & Hill where the Colburn concert hall & dance studios are supposed to be built.

This happens in every city. from NYC, Atlanta, Dallas, etc. LA by far isn’t the only major city that has this issue. Be it you are for or against these type of individuals. No need to let it bother any of us. We are fortunate to have a plethora of other buildings and towers that are and will be coming to fruition.

this drone shot vid gives a really good aerial image of brookfield's beaudry apt tower....other sections of western dt too. The area around the fig hotel & Marriott courtyard hotel is what the area where today's metropolis devlpt was once like. I still recall wondering when that huge gap between 8th St & 9th, east of the fwy, was going to be filled in. The past? Good times!

btw, I realize what's going on in certain other cities has raised the impatience meter for dtla, but I still prefer LA's dt.

The youtuber who did a vid walking tour of dtla last yr...formerly based in nyc & now in miami....has a comment under his vid that mentions about how LA has a certain something. I know what's he means. I think it's a combo of factors like the climate, Hollywood, the terrain, the film noire history of dt....things like the movie 'Chinatown'. Even the worn out, yet old timey nature of broadway & spring doesn't exist in certain other cities in Canada & fla...the ones that in 2022 are seen as up & coming...although I may be wrong about that. But the ppl of dtla, including at LA city hall, had better not screw things up. As with many other cities & their city govnts, I see warning clouds on the horizon.

there are other ppl in LA too, such as the ones who don't want to clean up the homeless emcampments....& who prove albert einstein's definition of insanity (doing the same thing over & over again, & expecting different results), who also hurt the city.

Even the shutdown of fountains in dtla...such as the moat & water jets around the dwp bldg....may be as much a case of politics as it's really helping curb today's severe drought. There was talk a few days ago that reimposing a face mask mandate for ppl going to LA restaurants & stores was necessary.

The head of the Bel air homeowner's assoc not long ago actually said that building a tunnel under the sepulveda pass to extend the subway was a bad idea because it might trigger landslides or cause a dam to burst. Even worse, he said that Angelenos don't like being in tunnels.

Look at the guy who heads the AIDS foundation...he's more of a nimby into bringing lawsuits to stop devlpt projs than he cares about human health.

You can see on this youtube walkby a stroll past the new hoxton & proper hotels on lower broadway, a brief glimpse of the reactivated Her Ex bldg, which I think is described as a spanish revival style designed by architect julia morgan in the early 1900s. The broadway palace apt bldgs, a parking lot not too many yrs ago. is also walked by...

^ that's why it's both incorrect but also correct when ppl claim that LA...dtla...is in poorer shape today than it was in the past....during, for example, the era of the beach boys or the original star wars movies. Parts of renovated old timey dtla aren't quite as present in certain other cities how described as boom towns (the one now attracting more new residents than any other city in north America) or full of new highrise devlpt, construction cranes.

But things like this, however, are much worse in today's LA. This is giving the city...other cities on the west coast too....a 🞵🞵🞵 🞵🞵🞵🞵🞵 eye . This is several miles to the west of dtla too, so the look & feel of skid row look isn't unique to dt.

Speaking of 4th and Hill, appears it's up for sale, with two development options being pitched: the 31-story, 428 unit tower in the most recent renderings, or a smaller, 7-story low-rise with 178 units. The latter would be a huge mistake sitting right above a subway station entrance, and to be honest, I'd rather suffer a few changing of hands of the property - and a few more years of quesadillas from Taco House #1 - to develop this property at the correct density (re: higher).

Agreed. That would be a colossal underachievement if a 7 story low rise were built in that location. Makes the 31 story typical podium tower seem downright desirable.

^ that's very disappointing, frustrating. It's the one proj that I thought was going to break ground around at least 2 yrs ago. When I read on the LA city bldg permit pg that Equity had received a demo permit, I assumed the property was going to be at least cleaned up. But even that never occurred.

Since apt units in dt have filled up ok, even fairly quickly, even a bit after the pandemic started, & 4th St & Hill is next to a MTA station, & some of the beacon proj's units were going to be cost affordable, I didn't think a lack of mkt demand would be an issue.

Equity residential also already owns & manages several other apt bldgs in dtla:

Sure would like to know the inside details on what has been happening & now, what eventually took place. Legal issues, too much red tape, nimbys living or working in certain bldgs on broadway next door, slowing economy, oceanwide type funding problems?

As for certain other cities, groundbreaking of large highrise projs in the past yr or two has become so commonplace, they remind me of the way that mini malls & gas stations were springing up all over LA over 20, 30, 40 yrs ago.

meanwhile, the moat & fountains around the dwp bldg remain as dry as ever. Correct, there's a major drought in the West, but I bet LA city officials...at the DWP & city hall, etc....keep their swimming pools well filled & their front & backyard landscaping well watered. But they do deserve credit for at least taking care of the homeless issue.

The dwp has also long helped make LA a more attractive city...by contrast, cities in Europe didn't install underground equipment until long after thomas edison was 6 ft under. Oh, & city govnt has also added...or is adding...a people mover to LAX, which few other airports in the US & world have.
