Lots of above ground garages and only a token amount of retail but it's good enough for that lot. But a good amount of height still--better than your average 4 story Texas donut.

1400 N. Central Ave

Proposed 6 story multi-family (119 units) for the empty lot between Spaghetti Factory and Throne Brewing. After the local fight-against-height from the previous proposal, I can't say I'm surprised at the drastic height reduction. Hopefully, the neighborhood doesn't complain about this one.

None that I ever seen, just site markups.

The folks who were concerned didn't seem as terrible as you are making them sound. This was originally supposed to be a "phase 2" of the Artisan Lofts on Central, which was supposed to have the bigger gym (and they would share the pool with that building). Some of the neighbors were concerned about views into their backyard, but that was only one person (I was at that meeting because I was curious). The rest of the folks were concerned about just raising the heights, the lack of much parking (which is what I would suspect will be the major complaint now, which I personally would disagree with because we gotta change the ocean of parking expectations), the weird building being proposed, and the suggestion to make the street go through, etc. made it only seem like it's changing zoning so that the developer can maximize profit, rather than zoning for a particular purpose. The committee seemed to agree with the neighbors, rather than the developer, which was the only time that happened that meeting. This proposal keeps it housing, has a reasonable relation to its neighbors, has a better parking ratio, and looks like it belongs, while still increasing the height a bit. I think this will end up going through if it hits city and financial marks.

I seem to remember more than this when it came to the opposition? It's been a while, so I don't remember clearly. I do remember it was proposed right around the time of the "Don't build the tower" opposition that was in full force for the Phoenix Country Club condo and I thought it had spilled over onto this proposal.

But I'm not sure why the neighbors would have been opposed to the lack of parking. Don't the residents know that more parking usually results in increased traffic? Being right next to a LRT station, this should have been the purpose of such a development and to market TOD with less parking and create more density. This may have fallen on the fault of the developer for not proposing it as such.

It's probably a mixture of a somewhat sloppy proposal, and a few cranks. An older lady protested a different proposal that night "because I won't be able to see that cross on the church in the distance." The committee was unimpressed with that lady but voted against changing the zoning on the proposal at this lot. The proposal at this lot seemed odd and thrown together, and just like it was an excuse to make spot changes to zoning so someone could sell the lot, and not to develop it. The committee wanted to see a realistic proposal before they approved any changes.

It's on the west 5.4 acres, APS owns the other chunk.

I would think that it's going to be another surface-parked development like Alta, but I don't recall FACT permits ever issued for something like that.
