The site is just over the 50,000 sq. ft threshold - about 52,230 sf. The building is in Area A of the CBD, so the base zoning is 11 FSR. That means there would have to be 574,500 of non-residential space to be considered for any residential space. The current MacBlo building is,
according to JLL, 360,000 sq ft. That's probably the leasable space, but they're a long way short of meeting the amount of non-residential space required for other uses to be considered.
It's not like they're proposing a significant office podium (as the Hotel Georgia tower has), or even a hotel. It also shouldn't be any surprise to Reliance - Jon Stovell was on the advisory committee that came up with the new rules in the Metro Core that protect commercial space.
