I figure you may know .... what used to be in the Value Village location on East Hastings? its been a Value Village since I was a kid .... but I assume it was a Grocery Store at some point or? anyone know?

as for example the old Flea Market (now a Condo+Save-on) at Knight & Kingsway used to be a Safeway.

and the Value Village on Victoria used to be a Grocery (safeway or IGA) store as well when I was a kid.

They said it was built in 1964 and the layout sort of looks like a supermarket? They said the one near Edmonds was a Dominion/IGA and the Rona a Safeway.

You can't see the Value Village Building but there was some Pauline Johnson candy what I assume is a factory next to it.

There is a report going to council next week to recommending rejection of Reliance's proposal and the Patkau project on Haro. (They are both asking for Council direction)

I rather agree with rejecting it as is, and giving it some major tweaks before another version is presented, if one is. That crooked "zig-zag" aspect for me is hokey and somehow doesn't work.
Also, there's a strange combination of "harsh fragility" that likewise doesn't achieve a pleasant, let alone dramatic, effect, but instead, again IMHO is somehow 'raw.' Maybe they'll redo it with a design that speaks to the curve of the street in a more finished, crafted, elegant way.

I wonder if this was a new site under the "Large, Multi-use Development Sites" which proposed the MacBo building with this new new tower, how much below the non-residential usage would they be at?

The site is just over the 50,000 sq. ft threshold - about 52,230 sf. The building is in Area A of the CBD, so the base zoning is 11 FSR. That means there would have to be 574,500 of non-residential space to be considered for any residential space. The current MacBlo building is, according to JLL, 360,000 sq ft. That's probably the leasable space, but they're a long way short of meeting the amount of non-residential space required for other uses to be considered.

It's not like they're proposing a significant office podium (as the Hotel Georgia tower has), or even a hotel. It also shouldn't be any surprise to Reliance - Jon Stovell was on the advisory committee that came up with the new rules in the Metro Core that protect commercial space.

There's a lot of people who are confused about what exactly was there but it seems like it was a rug place for a long time. Some people mentioned some department stores but not sure about that.

Did it happen at the morning council meeting? It wasn't part of the public hearing in the evening.

Yes. It wasn't a rezoning, but an issues report about whether it should be processed as a rezoning (as there's no policy that would allow it to be considered, unless Council agree that it should be). It was item 7, and there's a note from the Clerk on twitter to say items 7 to 9 would be considered on July 21st.
