I didn't vote against it, and at the time I owned a condo across the street from that development, and it literally blocked my downtown view!
That development was one of the best things to go into the neighbourhood, which at the time was a wasteland of woefully underdeveloped industrial lots.
However, I do think these huge big-box developments do benefit from public push-back because the friction with the neighbourhood prevents them from running rampant with ugly and out-of-scale developments, and makes them consider who their neighbours will be. Urban, small-scale customers looking for tools and parts for their small DIY projects, not commercial contractors looking for a pallet of bricks and 2x4s.
