36 and 31 story towers (120/105 metres) just proposed on the Library District parcel of Lebreton Flats in Ottawa.

I'm surprised. On the Ottawa forum, we've seen largely disappointment. For sure, it was the one that best preserved (only one that fully preserved as opposed to facadism) the heritage buildings.

That LeBreton Proposal is from Dream, same developer as Zibi. Speaking of which, here's the next Ottawa tower:

Big day for proposals in the NCR. A few in Gatineau along the future tramway.

The City of Ottawa released a development application for 359 Kent Street in Centretown as well. A "landmark tower" of 34 floors (unheard of in that area of town) according to the developer. Docs and renderings should be released soon.

I actually find this proposal does the most damage to the heritage " facades" with the floor additions.

The Wellington side is pretty boring with the most uninviting street level.

They could save money picking one colour of ACP over the star architect inspiration.

They call units at 10% below market rates affordable

“Market rate” definitions are often well below actual market. 10% below market rent means 1-bed units for like $1,000 a month.

Do you know if planners define “market rate” affordability of new units based on average rents from the CMHC’s rental market survey?

If so, they’d be setting rental price guidelines for new build apartments with modern fixtures based off averages estimated from the entire supply of rental properties, including very old units, units where the landlord hasn’t bothered to raise the rents in years and rents from units in buildings in cheaper parts of town.

Are Dream's founders Russian? Their developments remind me of new buildings going up in Moscow.

Dream manages a publicly traded real estate investment trust. The name comes from Dundee Real Estate Asset Management which should sell well to Asians.

That's exactly how it is typically defined. Ottawa's AMR for a 1-bed right now is $1,280, so an "affordable" unit in that project, at 10% less than AMR, would be $1,152 a month. a 2-bed unit would be $1,395.

That's far, far below actual market rent for a unit like that in a new building.

These Ottawa towers are giving me a Rotterdam or Oslo vibe.. I don't know how I feel about them just yet, but glad to see there's some height and at least uniqueness to them.

Yeah I agree. I think it will come down to execution. Could look really terrible or really progressive depending on the panels and colours. The small windows are slightly prison like. Not sure why they need to be this small even if it is for affordable housing. I will say it's a refreshing break from the typical blue glass and spandrel boxes we've been seeing. Not to mention gimmicky balconies.

Figured I'd post the other angle of the new Ottawa towers that's around:

Rotterdam was my immediate first thought when they released the renders!

Looking at these "Library District" (one block is a whole district now?) towers on my computer screen, they look terrible. The blocked colour gradients look like they'll be cheap metal panels. The Rotterdam towers are probably masonry.

Exactly. As far as I can tell it's still facadism. They're just adding more floors to the facades.

WilkinsonEyre had by far the best proposal. It respected existing buildings and actually looked good. And I expect good things from this firm; CIBC square is turning out really well.
