Update from Canada Lands Co. website. Parcel in the N.W. quadrant is being transferred by Canada Lands Co. To Public Services and Procurement Canada to build a new Energy Distribution Facility. The Area has been fenced off with PCL Trailors and signage.

From Jeff Leiper via Kitchissipi Ward website. He believes consultations on the Tunney's Master Plan will start up again this year. He included a link to a 2014 PDF detailing the plan. Not sure this was shared before (if it was, it would have been 6 years ago).

It turns out that recently the feds announced an initiative to modernize its five central heating and cooling plants. This includes the one at Tunney's where a new plant will be built on Colombine between Banting and Goldenrod, and that will see the existing plant decommissioned. PCL was chosen to do the work, which will proceed on a P3 basis. You can read more about that here on the PCL website or here in an iPolitics article. This continues to leave space for the large park that's part of the Tunney's Pasture Master Plan, work on which continues. While I had an expectation that there might begin to be consultations on the Tunney's re-development this year, that now seems unlikely. When consultations do open, I will be sure to include those details in a future newsletter and blog.

I'm still seeking details on when construction might start, and to confirm some of the architectural details, from Minister McKenna's office. The render shown with this post is part of PCL's online materials.

A collection of community groups wants more transparency from the federal government while it plans the redevelopment of the Tunney's Pasture complex.

The Neighbours for Tunney's committee has tried to pressure the federal public works department, which owns the 49-hectare campus, to provide more information and opportunities for resident input during the planning process for the massive project.

The initiative was started by four community associations that represent neighbourhoods surrounding the area — Wellington Village, Champlain Park, Hintonburg and Mechanicsville.

Public Works and Procurement Canada released a 25-year redevelopment plan in 2014 meant to guide the transformation of Tunney's Pasture from "a traditional employment centre to a vibrant, mixed-use neighbourhood" featuring residential, commercial and office buildings.

The plan's key features included office space for up to 25,000 employees, 3,400 to 3,700 housing units, a public plaza, a major community park, as well as pedestrian and cycling routes.

But Dave Allston, president of the Wellington Village Community Association, said subsequent planning has happened "in secret" with little to no public consultation.

"Work is progressing ... on the streets and the areas around without any knowledge of what this plan is," said Allston, who is concerned by what he calls a "cone of silence" around the plan.

Allston said a survey of nearly 500 residents in April and May revealed a large percentage of people had no knowledge of the redevelopment plans.

The City of Ottawa said in a statement it also has not received any additional information from public works since the release of the 2014 master plan.

Kitchissippi Coun. Jeff Leiper said staff who focus on infrastructure may have an idea where roads and sewers are going, but no one knows what the big picture plan is.

"Even at the most senior planning levels, it's been a bit of a black hole for a lot of us," said Leiper, who has fielded calls of concern from the community and relayed them to the federal government.

"They need to be open to suggestions for things to add, for things to take away. They need to be open to criticism before they draft a final plan."

Allston said initial plans pointed to a lot of tall towers, mixed-use buildings, and greater retail infrastructure but in light of the pandemic, the need for parks, recreational facilities and accessible green spaces has become more desirable.

"These are important things that need to be considered and we've often seen them excluded when a new development comes in," said Allston, adding neighbours are also concerned about access to the Ottawa River Pathway.

Community groups have called on the federal government to release detailed plans and to meet with local residents.

Leiper is optimistic the federal government will do its part with public consultations, but real construction and changes will likely be at least three or four years away.

Public works did not reply to a request for comment by publication time.

Thank you for visiting our site and taking an interest in this project! We look forward to sharing information on our progress and to hearing your thoughts as we refine our plans.

But first, a quick project recap and update.

Since the Tunney’s Pasture Master Plan was approved in 2014, PSPC has completed a number of studies, as well as detailed analyses of the site including heritage, requirements for federal office needs, changes in the real estate market, open and green spaces, sustainability, accessibility, transit-connectivity and many other factors that make up a dynamic, thriving community. PSPC has also been busy planning for future accommodation needs and preparing the site for the implementation of the Master Plan with the demolition of three buildings.

In 2019, PSPC partnered with Canada Lands to deliver the vision of Tunney’s Pasture as a federal employment centre integrated within a mixed-use, sustainable, transit-oriented community. By 2020, the team was prepared to present the plans for the Master Plan’s implementation. Then everything changed.

The pandemic has required the team to take a step back to review how to deliver on the vision outlined in the Master Plan. For example, the Government is currently assessing its federal office and accommodation needs and the evolving post-COVID work environment to support its high-performing public service. This work is ongoing.

In addition to the pandemic’s realities, the team is also considering other recent developments, such as the Government of Canada’s Greening Government Strategy, Reconciliation, and the City of Ottawa’s new Official Plan and Scott Street Secondary Plan.

Once the team has refined its assumptions and incorporated these new realities into its project plans, including the timelines for the various phases of development, we will come back to the community to share this information and to gather further input on specific aspects of the development such as public and green spaces, residential components and amenities on parcels that are surplus to government needs.

I'm not sure where the Tunney's redevelopment thread is located, but I took this shot today. Tunney's could use a nice dense, urban, somewhat Montreal-cum-Vancouver redevelopment.

Tunney's is a mess and an embarrassment. What's the status of the redevelopment plans?

Clearly with the pandemic and WFH, there probably isn't an urgent need for more federal office space, so they should section off some sections/lost and sell off land to developers so they can build housing. Land values are high, LRT is built, what are we waiting for? At minimum they should do this with the west side of Parkdale which largely sits empty anyways.

All I've been seeing are tenders slowly being released for the demolition of buildings. Currently the finance is being demolished, but I'm not too sure what is bring up at the north west section where the crane is.

Looks like announcements in regards to "redevelopment" or "revitalization" started in 2012. Here we are 10 years later still in "consultation" phase...

I love how the video doesn't even show the vision, just a montage of the buildings currently there as if no one who cared enough to know didn't know those things lol.

That's a bleak timeline too honestly, but what more do we expect - probably got delayed heavily due to COVID and there's probably a prioritization on Lebreton. Although, I don't think it wouldn't be possible to develop this at the same time and kind of structure it to complement the Lebreton area.

Although there are some nice things I remember reading, such as a civic plaza near the station with retail and mixed-use, which is what we need more of at our major stations.

I wonder how much of this dragging feet is because the site is still radioactive, and the gov't would rather that information remain in the dark (not just for new construction, but all the staff who have worked there since)? Just me being a wild conspiracy theorist for something I know nothing about.

Spoiler alert, but the neighbours in Kitchisippi Ward, when "consulted", are going to be adamant that there is not enough green and open space at Tunney's, and that there should be even more, because you can't possibly have enough windswept sunburnt open and green space to satisfy them.
