I really like it too! Interesting that this building is Cristalina Parc and has a curved corner and downtown we have Ellis Parc with a curved corner. Any connection between the two?

Cool shot from @innoceot on Instagram of Kelowna a few months ago.

Going to be a lot more dense in this locale in the upcoming next few years!

I’d mentioned in another thread how well the glazing and spandrel of the curtain wall on some of the towers blend so well with the natural winter landscape.

Kelowna's growth requires a second Okanagan Lake bridge

https://dailyhive.com/vancouver/kelowna-transportation-plan-second-okanagan-lake-bridge

So, to March what is seen in the rest of the developed world this is what a 10 to 15 year highway / transportation plan should look like for Kelowna and the surrounding area:

Almost mockingly this is what is actually planned over the next 10 to 15 years:

Dear province of B.C., please higher me as your transportation planner!

I feel like Kelowna needs a bypass highway more than a second bridge crossing. I don't know why they would build an entirely new bridge/highway through town then downsize the current highway when they could just build around the entire East side of the lake in general. I imagine it wouldn't be the easiest route to build, but extending Westside road into a higher speed highway that goes from the start of West Bank all the way past Vernon would do the same job of passing Kelowna/Vernon and all the other towns in between.

Only 4% of 50,000 vehicles that crosses the bridge each day is through traffic that neither originates nor is destined for the Central Okanagan. Building a complete bypass for 2,000 vehicles a day is overkill. Really a second crossing is overkill for 50,000 crossings a day, but it's the way Harvey Ave exists right now that's the problem.

I’ve been having this discussion in the George Massey Tunnel thread. Really disheartening to see that this is what the government thinks is acceptable after the year of natural disasters we just had cutting off parts of BC from the rest of the world.

50,000 crossings a day is not that much. Can't imagine warranting another crossing with those numbers. I would think improving the 1 road through town with a freeway would better serve the city.

Did some research, made a list of roads in Kelowna that are over capacity.

Sources:

road - aadt (count location)

6 lane capacity - 55,300
Hwy 97 - 68,000 (Abbott St)
Hwy 97 - 60,000 (Leckie Rd)

4 lane capacity - 36,800
Benvoulin Rd - 41,000 (Byrns Rd)
Hwy 97 - 40,000 (John Hindle Dr)

2 lane capacity - 18,300
Enterprise Way - 21,000 (Dilworth Dr)
Benvoulin Rd - 20,000 (Casorso Rd)

I also made a list of road projects based on traffic counts. They are all super attainable and not at all fantasy. Most of these should have been done already.

New roads (in order of importance)

1. Clement - Spall to 33 (I do not understand why this has been not only delayed but also downgraded to a 2 lane road. This would relieve both Hwy 97 and Enterprise Way which are both over capacity. Needs to be at least 4 lanes with space reserved to upgrade intersections to interchanges. This is the most necessary road project in the city.)

2. Burtch - Byrns to Benvoulin (this would relieve Benvoulin Rd which is over capacity and is the busiest road in Kelowna after Hwy 97)

3. Hollywood - Sexsmith to McCurdy (relieves Rutland Rd which is approaching capacity)

4. Sutherland - Burtch to Spall (I'm a huge fan of the Capri-Landmark plan and this connection is essential)

5. McCurdy - Rifle to 97 (another access to Dilworth)

6. Hollywood - John Hindle to Lougheed
7. Acland - Airport to Hereron
8. Sutherland - Spall to Cooper
9. Clement - John Hindle to 33

10. Second Crossing - (this isn't that high of a priority in my opinion, but it is still needed. Would split off of Hwy 97 near the Westside Rd interchange, cross near the ferry dock area to Manhattan Point, then along the old railway to Clement. It would be sick if it could be a tunnel...)

Intersection upgrades (separate right turn lanes can do wonders in decreasing congestion. There's barely any on Hwy 97 even though there's room to add them. Also there's a few locations where dual left turn lanes are needed)

1. 97 and Pandosy
2. 97 and Dilworth
3. 97 and Leckie
4. 97 and Richter
5. 97 and Cooper
6. 97 and Gordon
7. 97 and Spall
8. 97 and Burtch
9. Springfield and Dilworth
10. Springfield and Gordon
11. Springfield and Spall
12. Springfield and Burtch
13. Gordon and KLO
14. 33 and Hollywood
15. 33 and Rutland

The Clement Ave extension was downgraded simply because the city doesn't want to spend money on something the province would just spend money on anyway. Building a starter extension as proof that the traffic counts are there would be akin to Delta/Surrey building their two lane South Fraser Way as a proof of concept that the South Fraser Perimeter Road could successfully exist.

In regards to Harvey Ave, there's actually not a whole lot of businesses/houses that front Harvey Ave so it could turn into a free flow freeway. I think the main reason the province isn't getting involved right now is that because there's not a lot of through traffic, any highway upgrades exist solely for the benefit of CoK and CORD (Central Okanagan Regional District). Harvey Ave 8 months of the year is actually not bad. I avoid Harvey Ave like the plague May long to September long. Clement/Water to the north and Springfield/Pandosy to the south are much better choices.

Are those traffic counts peak or is that the year round average?

This couldn’t be a better example of the inept funding for transportation infrastructure in Kelowna and the Okanagan. Even a pedestrian overpass is a bridge too far (but for what it’s worth, with my plan this overpass likely wouldn’t be needed).

I see lots of replies to my post, but it feels as if no one even read the article or examined the diagrams at all.

This is far far far more than building a second bridge and “another” highway.

It’s an all encompassing plan for a proper backbone to the regional highway network.

I will answer the issues brought up one by one:

First, why not build an entirely new freeway bypass on the west side of Okanagan lake?

Answer: That would be a aware of money that would only address one issue, through traffic, and would do little to reduce the scope of Harvey today.

Next, only a small fraction of traffic is through traffic.

Answer: Yes, that’s true, and that is why such a new route would still serve those traveling to and within Kelowna. For example, it would be a far superior option for those coming to downtown from west bank, UBC, the airport, access to and from highway 33, etc…

It is an amazingly “ready to be utalized” brown field corridor for a true highway backbone (Clement extension to UBC).

At the same time, Harvey would no longer need to be a highway / stroad. It could be majority traffic calmed (especially the segment nearest to downtown) and have fully dedicated transit lanes. That’s the big win.

Next: We don’t need a second bridge.

Answer: Yes, yes Kelowna does. It is a rapidly growing region. This would be building for the future and would add redundancy for safety in emergencies.

It would also allow the existing bridge to have the third southbound lane converted to a pedestrian / cycling path.

Then there is the biggest part, this is about more than just downtown Kelowna!!! It’s about properly removing the 97 from becoming one way urban roads cutting apart downtown Westbank.

It’s about giving Peachland a proper lakefront that isn’t dissected by the region’s main fucking highway!

It’s about having a single cohesive highway corridor from Penticton to Vernon, something this region would likely already have if it were located in any other developed nation.

Under the current plans there are interchanges that will be added to the 97 on both sides of downtown Kelowna. So what’s the plan then??? To have it freeway grade from the connector to Wetbank, where it becomes one way local roads for a few blocks, then freeway grade again from there to the bridge, then an at grade stroad through Kelowna to UBC, then freeway grade again to Lake Country??? What kind of plan is that??!??

Also my article didn’t blame the city of Kelowna for the downsize of the Clement extension, that really should be uplifted by the province (but the downgrade is still laughable to a two lane arterial road for only a few blocks… not even to the design standard of the current existing Clement Road…)

Okay, done, please don’t respond to this unless you read it all, and the article, and have your own alternative cohesive plan to share.

I think your plan is forward-thinking, and I could definitely get behind it. The problem with road and transit infrastructure in BC is that it's all political. What would be bipartisan in other countries, is instead used as political debate points here. I mean, the NDP cancelled so much of what the Liberals had planned in BC (reducing the Hwy 1 expansion plan between Langley to Abbotsford being the stupidest decision).

It's hard to have a cohesive, long term transit/road plan in this province when the next government elected will just trash it. Everything becomes piecemeal due to the political process.
