Plans for Park at Penn’s Landing Move Forward

Quote:
The construction phase is now estimated to begin in this calendar year and conclude in 2026.

The project managers gave a presentation at the Society Hill Civic Association’s meeting on March 23, which included the design plans, timetable, and construction detours. Over 150 residents logged in to the virtual Zoom meeting to learn what is in store for their neighborhood over the next four years.

The project consists of two main elements: the extending of the South Street pedestrian bridge and the Park at Penn’s Landing. The latter will be built on the “cap” that will extend over I-95 and Columbus Boulevard from Front Street to the river and north to south between Chestnut and Walnut Streets, creating an 11.5 acre park.

Good grief. Without getting into the merits of whether this would even help, positivity rate is meaningless with the proliferation of home test kits.

Condos? That's a strange approach for that block. It will be interesting to see what they sell for, as it is still better to buy than rent even with interest rates ticking upwards.

Also why is the parking still there in the rendering? Is there plans to place it with something else?

Agreed. Enough is enough with the mandates.
And it would definitely hurt Philadelphia's tourism/leisure markets if a mandate came back, especially if New York, DC, and Boston don't have them.

Let's hope the idea is to recommend but not require masks (unless in a medical setting).

I am so excited for this. Last year's update (https://whyy.org/articles/groundbreaking...95-highway-trench-pushed-back-two-years/ ) noted that PennDOT expected to begin soliciting construction bids in late 2022, with construction slated to start in 2023. I'd be curious to know the bidding process is now expected to begin sooner (or has already begun)? I haven't seen anything yet in that regard.

Even then, I'd think those in charge of "medical settings" are qualified and competent enough to make the call themselves.

Totally. I’ve been researching other cities’ responses today. Officials elsewhere aren’t talking about returning to mandates right now, only Philly. And the variant has been raging in Europe for the last few weeks, but they haven’t announced any new restrictions.

I also can’t find anywhere else that has a Covid response level policy that triggers automatic restrictions similar to Philly’s. It seems to have pretty low thresholds and is overly arbitrary.

I think I’m just going to go into denial, pretend like I didn’t see the article, avoid local news for the next few weeks and carry on as usual.

Maybe in the future. For now, this is a fantastic start.

See plans for the parking lot below:

On a positive note, I have to say the city has been buzzing over the last few weeks. Convention Center seems to be packed, lots of tourists, more office workers and Market St seems to be coming back to life. Let’s hope city officials don’t screw it up - recommend masks and social distancing but they need to keep the momentum going! No more mandates! We can’t go back!

Yep. Absolutely buzzing. Spent all day Sunday hanging out in Old City, NoLibs, Olde Kensington and Fishtown.

Old City, NoLibs and Fishtown were buzzing!!! Olde Kensington is looking damn impressive with all of the new construction. It has so much potential and is going to be another top notch neighborhood in the next two or three years.

I could not stop laughing when I heard this and has anyone notified Putin yet? Once he hears that Philly city council is involved he will definitely think twice.

Unfortunately city council has decided that required military service will be similar to Israel's so you will need to go back to do your duty. You can join their Space Force, though.

To use nice round numbers, if this year the city has 100,000,000 in taxable property and values go up 15% this year, we're simply saying that doesn't automatically give the city the right to collect another 15,000,000 in Property Taxes. It can update the assessments for sure, but it should reduce the tax rate so that the total revenue receipts are balanced.

I see one exception. Net new property. This is an obvious "add" to the revenue base. In year 1, it is aggregate new revenue for the city and then thereafter it can be combined into the existing pool. In recalculating the tax rate, new property would get excluded in the calculation in the first year of its existence and in effect, increase overall receipts for the city.

Just fyi prop 13 has been a cataclysm for CA, it gives huge tax breaks to wealthy people and financially rewards them for NIMBYing while hamstringing the state and condemning millions to housing related poverty and misery.

I mean I get why you'd want that if you're a homeowner and want the state to give you a lot of money for the trouble of being wealthy sometime in the past, but it's not actually something good or that the state should aim for.

Hey they would love to turn the page back to COVIDS- better than talking about the crime issues which have yet to yield the same level of concern from the mayor. He's so afraid of COVID (or people in general) that he delivered budget address remotely.
