1971 & 1975 St. Laurent Blvd | 3x55m | 3x17f | Proposed

Starlight Development is proposing the development of four (4) new buildings at 1971 & 1975 St. Laurent Boulevard, including three (3) 17-storey multi-unit residential buildings on the north and west side of the site with frontage along St. Laurent Boulevard and Russel Road. The fourth building is proposed as a 4-storey above-grade parking garage to service the entire property and is located internally on the site and accessed via the existing surface parking area.

Building A consists of 165 residential units while Buildings B & C propose 168 residential units each; no commercial space is provided within the proposed site redevelopment program. The proposed development contributes to a healthy mix of unit types, including 155 two-bedroom units and 27 three-bedroom units, to ensure options for various tenants and families in the area.

The proposed 4-storey, above-grade parking garage is located on the interior of the site and adjacent to the existing high-rise buildings and contains 346 parking spaces.

The proposed development represents Phase 2 in the overall development plan of the property with Phase 1 consisting of the two existing 18-storey residential buildings constructed in the mid-1970s. In total, at full build-out, the site is proposed to consist of over 1,000 residential rental units.

First impression: that's a lot of parking! A parkade AND a pile of surface lots. Wow.

I'm also not sure how I feel about three buildings of identical height and design; it screams of "the projects". At the very least give one of them some additional height, maybe to 22 or 24 storeys?

those 3 new towers are proposed on what are currently parking spaces so in reality its removing parking spot. the other surface parking you see already exist. the only new thing is the parkade.

I mean, at least they would provide a nice contrast to the other old, dated, brick towers in the area. But yes, I wish they would vary the heights and style/colour just so slightly so it's not a copy-paste.

They don't necessarily need retail seeing as Elmvale is just across the street. The City will, however, need to start thinking more about improving transit in the area with the amount of new development proposed for this pocket of town.

Improvement to the status quo. Still lots of parking. Some retail would have been nice, but I guess Elmvale provides what's needed, as long as retail is replaced if/when it's redeveloped.

Variation in height would be nice, but not the end of the world in this case.

I wish the new TMP would include the previously planned Transitway along the Hydro Corridor.

We at SSP Ottawa should pool our resources to buy architects colour monitors for their design computers.

Other than the Ottawa Standard White/Gray™ I like the design, it's better than I would expect for this area, just like the new building across the street at Elmvale.

Maybe the grey appearance is only for massing.. this firm is one of the number one companies for mall and big box store architecture.. another firm could be hired for site plan

Development application has been updated for this one: https://devapps.ottawa.ca/en/applications/D07-12-22-0044/details

*Edit: In terms of the site plan, it seems they've added a park along St. Laurent Boulevard, moved their St. Laurent Boulevard access, and reduced the amount of surface parking. Good changes.

*Edit2: here is the site plan:

These look great, especially for the area. I see the fountain feature as having around a 3% chance to making it through the design/build cycle, though

Its not a fountain feature, its a splash pad - labelled as a "toddler park". Not sure I would want to play with my toddler so close to St. Laurent Boulevard, but . Since it has a functional purpose, I give it a 10% chance of making it through design/build.

Fantastic proposal. Really fills in the area nicely, with a little more parking ripe for a future development phase.

Would have been nice to see a bit of height variation though. Between those 3 and the 2 existing towers, once again we have this plateau of density. Add 5-10 floors to one of the towers, remove 5 from the other, etc... Is that so much to work?

At least the development application across the street (and a bit to the south), 2025 Othello, is proposing a 27-storey tower. That will provide a bit of variation in the area.

Of course, but three nearly identical towers are probably much cheaper. If it was a more prominent location, I might be a bit more frustrated (cough, cough, Rideau).

There is quite a bit of variation on a single tower though so it may not be as obvious.

Not a fan of Russell Stroad being lined with a parking lot. City planning folks talk a good game about turning suburban stroads into something more street-like, but all we ever seem to get is this.

Almost all of that parking along Russell Road is existing. Seems like over-reach for the planning department to force the removal of existing parking.
