Love this project. It's actually just inside the Fashion District, as is ROW DTLA (on the eastern end). We've almost completed the circle.

Took a minute to figure out how they got 280 units into a 15-story building: they are all studios. So this is clearly aimed at USC, LATTC, and potentially FIDM students with some serious cash to spend on rent. I bet this ends up being a de-facto AirBNB, which is honestly not bad for the area and way better than a surface parking lot.

I don't have firsthand knowledge, but my recollection is that Palmer's building across the street from this project is also aimed at students because they rent by the bed and iirc you can lease for the school term. My guess is that this building is aimed at students with a little more cash. There are lots of them from what I've seen since moving downtown.

Awesome. Would be great if the city capped the freeway behind this.

That’s a great idea… it would be a nice park for Angelenos, especially the college students

^ Not to mention the working class neighborhood directly to the west, especially if they were to cap on the west side of Figueroa. There's not a ton of space to cap on either side as the freeway only dips for a short distance on either side of Figueroa, so the parks would be about the size of a small city block and very expensive to build based on the usable square footage you would get. I think there are better spots further north to focus on where far more green space can be realized, but if money were no object, would cap this in a heartbeat.

Not much room to put a freeway cap behind that building. Flower Street runs diagonal across the freeway there. Plus Caltrans still has plans to maybe one day extend the toll lanes North of Adams. They would oppose a freeway CAP until they could be convinced to abandon that idea. I guess that I don’t see this as being anywhere near the top of the best locations for a cap.

I truly don't understand how other cities (many much much smaller than Los Angeles) can pull of a freeway cap, yet here where it could be so beneficial it remains this far off dream in a fantasyland.

We hear a lot about Klyde Warren Park in Dallas (which I've been to and is very nice), which may be the ideal, aspirational outcome, but that cost $112M.

Much much closer to home you have Memorial Park built over the 210 and 2 in the little city of La Canada Flintridge, which when built in 2003 only cost...... $780,000.

Yes I know costs are more expensive now, but I'm shocked we haven't been able to replicate this at a small scale in a proof of concept somewhere in Los Angeles while we work to build momentum, funding, etc for something like the Hollywood, Downtown or Glendale freeway caps.

Hmm, I'm pretty sure Memorial Park in La Cañada Flintridge is much older than that...

In fact, if you go to historicaerials.com, it goes back to at least 1977.

Any news on when LA plans to start building an 800 footer like Angels Landing and or 1045? Any 700 footers? Hopefully soon.

There are so many in the pipeline that I'm hoping at least 1 or 2 end up happening.

The city is filling it with lots of 100-120m buildings which is what LA needs just as much tbh.

Life signs for stalled Arts District tower

Steven Sharp
Urbanize Los Angeles
March 7, 2022

A dirt pit in Downtown Los Angeles that is slated to be the site of the Arts District's first skyscraper is showing its first signs of activity in two years.

A skeleton crew from developer Carmel Partners recently resumed site preparation at 520 Mateo Street, a proposed project abutting the 4th Street Bridge and Santa Fe Avenue which would feature 475 live/work apartments, 105,000 square feet of offices, 20,000 square feet of ground-floor commercial space, and a 650-car garage.

The project's centerpiece is a 35-story, 390-foot-tall building which would be the tallest structures in the Arts District, if completed. Works Progress Architecture and Solomon Cordwell Buenz are the design team for 520 Mateo, which is depicted in renderings as a series of contemporary glass-and-steel structures, with rooftop and podium amenity decks, as well as a new pedestrian paseo on a former rail spur between Mateo and Santa Fe Avenue.

While excavation and shoring work for the mixed-use development kicked off in early 2020, Carmel Partners was soon faced with the dueling headwinds of the global pandemic and the revelation of the project's connections to a City Hall corruption scandal centered on ex-Councilmember Jose Huizar.

Huizar, who is now awaiting trial in federal court, is alleged to have accepted political contributions on of his wife's short-lived City Council run during the approval process for 520 Mateo. That process saw Huizar push to reduce the amount of affordable housing required within the project.

As the details of the federal charges became public, some of Huizar's former City Council colleagues announced their intent to claw back approvals for projects with links to the bribery scandal. An ordinance which would permit the City Council to revoke building permits and entitlements obtained through fraud was drafted in August 2020 and referred to the Council’s Planning Committee, but has yet to proceed.

In the time since, Carmel Partners has paid a $1.2-million fine to resolve its involvement in the corruption probe.

Whether or not 520 Mateo is completed, it may merely be the first in a line of high-rise buildings coming to the Arts District. New towers designed by Bjarke Ingels Group and Herzog & de Meuron are in the works nearby, and prolific developer Onni Group is planning a 36-story high-rise just south of 7th Street.
