So I emailed the PHC about this. Their response:
“The design did change between the Historical Commission review and the submission for the building permit. The staff approved the building permit application, because the Historical Commission does not have full or plenary jurisdiction over the new construction. The project was reviewed by the PHC for review and comment only, meaning that there was no official approval offered, because the PHC can only comment on the application since the property is listed as a vacant lot in the Old City Historic District inventory. The staff can forward an application for a second review when substantial changes are made, but we determined that the proposed new construction maintained the same massing, size, and scale as the first iteration and the changes aligned with the comments made by the Architectural Committee and PHC during its reviews.”
