If you are a developer wanting to put up a building outside of downtown Winnipeg, it would seem fairly prudent to apply for a few more storeys than you really need so that when the NIMBY backlash comes, you can negotiate a deal to forge ahead with your project but maybe just a few storeys shorter than initially planned. I would imagine this must be standard practice?

I would go one step further and theorize it’s the councillors and public service that are recommending to these developers to build taller then originally planned to get their desired height after the NIMBY consultations. My rational for this is because if you start with a reasonable proposal you get a Wellington Crescent situation where the project gets initially rejected. Oh man you should’ve seen the meeting it was 13 hours of Charleswood residents losing their minds and Klein put on an Oscar-worthy performance.

It looks like the majority of local politicians have realized that infill is the way to go and are using these compromises to get what the developer initially wanted. I’m all for it tbh because it shows these builders that Winnipeg is open for business, and now precedents have been set for more infill in areas that have been dominated by single-family houses.

I like that idea too. Plus there's something I like about having a number of streets connecting things (e.g., Sargent, Ellice, Wellington, and St Matthews), rather than consolidating all of the traffic onto fewer larger streets.

I'd love to see those streets (Sargent, Ellice, etc.) get some higher density housing along them too. I live between Sargent and Ellice and I'd be happy to see some of the single family detached houses along those routes turned into something more dense, probably around 3 storeys. Although, I'm assuming the economics on those smaller infill developments are tough these days.

I'm not sure what exactly happened to Wellington but it seems very deliberately detached from the grid. I guess I could try looking it up but I'd wager that it was disconnected when the old air terminal was built in the 1960s to prevent Wellington from becoming a major E-W route connecting downtown and the airport... there might be some stiff resistance to changing its function after many decades as a quiet local collector. (On second thought maybe it never went all the way through? There is a small railyard near Garbage Hill/Westview Park that probably would have been busier years ago and may have been an obstacle to running Wellington through all the way from the airport to Maryland St.)

It seems it was disconnected for railway purposes. That's fairly typical. But who knows. Maybe it's a left over from when the dump was active.

I have always loved the idea of wellington being reconnected to the grid.

I took a look at some old maps and it appears that wellington never connected with Cumberland or west of the tracks.



However, It would be cool as a direct route to the airport, but I can see why that may be an issue with the size of the road. I say reconnect it and promote infill.

Maybe the street could serve as an AT link to the airport?

Yeah, it's too small of a road to be turned into an airport access route for private vehicles. But it's conceivable that it could work as a transit route to the airport, if there was an express transit route to the airport using Wellington it's not like buses would have to be super frequent like the 11/21 on Portage, etc. So it wouldn't have to be overly disruptive to the neighbourhood it runs through.

AT is also a good idea, although it would probably have to be one or the other...not both. Maybe AT is a better fit, although Wellington west of Empress would be pretty dicey for on-street cycling... it would take a lot of work to make it safer to get all the way to the airport.

I assume Wellington connected to Sherbrook. And when Cumberland was cut through the nieghbourhood, again I assume, Wellington did not connect.

I feel like it's a human type thing to want to connect these roads up to complete the grid. Like a builder thing. Beaver must stop flowing water, for example.

Remove the green roof and replace with concrete, remove the trees and replace with nothing, remove the cool curvy roof top glass walkways and replace with a single 1970's-looking skywalk (a la Appleton Estates on Niakwa road), replace all exterior materials with beige stucco, and re-size windows to be one tenth of the current size, and you've got yourself a good old fashioned value-engineered Winnipeg project!

That is an old proposal.

I think the Lions may have problems getting people to live at 610 Portage Ave as they are now advertising that their building is no longer a 55+ building but open to anybody.

This could be why they did not proceed with the other building and are selling the land.
