The plan before the current reno of 2 Penn was to tear it down, and build a large tower along with new grand entrances to Penn. No funding assistance from the government was coming, so that plan was scrapped in favor of the renovation.

Interesting the way it's framed. When you start talking about historic, it goes beyond just how something looks. These two buildings (MSG, 2 Penn), which are very much unliked, could also from a preservationists standpoint be considered worth saving. That just shows that just because something may
seem worth saving doesn't necessarily mean that it is. Something to think about.
