People have become so unaccustomed to seeing non-glass facades on residential highrises that they wonder if non-conforming buildings are even completed.

It was a sarcastic comment. The built form and is pretty terrible and even the color in that shot looks like concrete that has yet to be painted.

Having worked on that tower I can share a little insight (not excusing that elevation). Just beyond it is a twin tower that is rather close in separation. Pair that with the lower left tower in the photo that has corner units with window wall and all of a sudden there arose concerns over privacy/overlook. The architect's solution was to move the two rows of windows above from the lower sections and move them from a north direction to an east or north west (you can see said rotated window to the right that is facing NW.

Yup, true story.

Definitely an odd floor plate. There's walls, windows and balcony railings. The light coloured stucco has developed a dirty, discoloured look for a 10 year old building.

Painting cast in place concrete high rises is not common practice in Toronto, for example. Urbantoronto.ca would be completely confused with shoring built from rebar and shotcrete. Every place does things a little differently.

I think that's just the lighting and shadows. I don't recall it looking dirty or discoloured IRL.

(Today) I took this of Mississauga's skyline from the west. This is looking about 3 miles from "downtown". The two tallest twin towers in the city can be seen under construction to the middle right, between the two highway light poles)...I'll find a comparison photo from years past, I know I have a few on my flickr account. (FOUND*)
(I must apologize for the quality...I don't have my camera with me, and my cell phone does a poor job especially when slightly zoomed in)

EDIT: This is from the same road, but taken on the bridge. The image is from the 25th of June, 2017, so just over 4 years difference (30 metres south from this same viewpoint)

Not in Ottawa! We only build residential highrises with charcoal brick, white or beige accenting panels/brick, and tiny windows these days. 90% of them are from one Dollar Store architectural firm called Roderick Lahey Architecture. They cut and paste the same design for almost everything they build and they have literally dozens of these towers in the pipeline, maybe 50+.
