O-Train West Extension: Construction Activities
Ward 8 – Iris to Algonquin Stations
60-Day Lookahead - November through December 2021

The O-Train West Extension is one of the three major extensions to Ottawa’s Light Rail Transit Project. The extension will add over 15 km of new rail and 11 new stations between Tunney’s Pasture to Moodie Drive and to Algonquin station. It also comprises a light maintenance and storage facility, 10 new bridges, 14 rehabilitated bridges and 2 cut and cover tunnels.

This notice provides an overview of upcoming activities that will take place between Iris and Algonquin Stations, as well as the expected community impacts including hours of work, noise from crews and equipment, pedestrian, and vehicular changes. While progress on the project is being made, construction activities are expected to continue to cause disruptions for area residents.

Project advancements will continue to the end of year with the completion of the Pinecrest Creek realignment and new drainage infrastructure at Iris Station, utilities relocation along Woodroffe Avenue for the bus detour in 2022, and station construction at Algonquin Station.

Major Works

Iris station

Work at Iris Station on the newly realigned Pinecrest Creek’s new culverts and drainage infrastructure will continue through the fall. In November drilling of supports for the new Iris Street bridge will take place near Parkway Drive. Widening of the Transitway from Highway 417 to Iris Street, to accommodate buses and construction in 2022, will continue through the fall.

Transitway Detour on Woodroffe Avenue

Utilities relocation will continue along Woodroffe Avenue, between Iris Street and Baseline Road, through fall, ahead of road widening construction in the spring. Road widening is required for the bus detour which starts in spring 2022, when the Transitway will close between Iris and Algonquin Stations. The bus detour from the Transitway at Iris Station will operate along Iris Street and Woodroffe Avenue. There will be a new bus-only northbound lane between Iris Street and Baseline Road, southbound bus-only queue-jumping lane at Baseline Road and a new southbound cycle track between Iris Street and the Pinecrest Creek Pathway.



Pinecrest Creek Stormwater Management Pond

The stormwater management pond near Woodroffe Avenue and Baseline Road is progressing with structural installation of the pond reservoir basins, stone walls, and some excavation work, continuing through the fall. Approximately 200 new trees have been planted near Iris Street and Navaho Drive. The Pinecrest Creek Stormwater Management Pond will be completed in 2022.



Algonquin Station

Structural work on the future Algonquin Station and the bus operator building, adjacent to the Transitway, is advancing, as well as construction of a new parking lot, columns installation, and wall construction. Utility work will be ongoing this fall for the relocation of water and sewer lines on Woodroffe Avenue. Algonquin Station construction is expected to be completed in 2023.



Community Impacts

Most work is scheduled to occur from 7:00 a.m. to 6:00 p.m., Monday to Friday. However, throughout the notice period, there will be requirements for overnight work and weekend work

Night work is needed at times to accommodate work that requires traffic closures that cannot be done during the day, thus mitigating impacts on the travelling public. In addition, for works that are schedule critical, night work may be required, following a Public Notice, to meet the schedule on this large and complex project.

Noise and vibration from trucks and heavy equipment is expected. Trucks will use approved haul routes. Workers and contractors will park in designated parking areas. Street sweeping and dust suppression will be ongoing as needed.

All pedestrian, cycling, bus, and vehicular movements will generally be maintained during construction, with some detours. Pedestrians and cyclists should use extra caution when localized detours are in place, and adhere to all posted signage, speed limits, when travelling to ensure safety, as patterns change.

For residents whose property borders the affected construction zones, equipment in the area may cause additional noise and occasional vibration as the work progresses. The City of Ottawa thanks residents for their patience as KEV works to complete these construction activities.

Accessibility is an important consideration for the Stage 2 LRT project. The Stage 2 team makes every effort to provide access through and around construction sites. If you require special accommodation, please contact [email protected].

Tunney's Pasture to Sherbourne Stations

November 2021

OVERVIEW

The O-Train West Extension is one of the three major extensions to Ottawa’s Stage 2 O-Train Light Rail Transit (LRT) Project. The extension will add over 15 km of new rail and 11 new stations between Tunney’s Pasture to Moodie Drive and to Algonquin Station. The O-Train West Extension will eliminate approximately 450,000 annual bus trips from the Sir John A. MacDonald (SJAM) Parkway. It also comprises a maintenance and storage facility, 10 new bridges, 14 rehabilitated bridges and 2 tunnels.

This notice provides an overview of upcoming activities between Tunney’s Pasture and Sherbourne Station, as well as the expected community impacts including hours of work, noise from crews and equipment, pedestrian, and vehicle mobility etc. While solid progress on the project is being made, construction activities can be expected to continue to cause disruptions for area residents.

Over the next couple of months essential operations will be taking place between Tunney’s Pasture and the SJAM Parkway, most significant being the Scott Street bus detour construction, and storm line relocation at Dominion Avenue near the Transitway. In April 2022 buses will be moved off the Transitway and onto Scott Street, from Tunney’s Pasture to the SJAM Parkway. As winter approaches, certain operations will shift due to the seasonal weather conditions.

MAJOR WORKS

Scott Street (Tunney’s Pasture to Kìchì Sìbì Stations)
Scott Street widening and utilities relocation for the bus detour is progressing well, with fall bringing asphalt and road works, integration of the newly installed steel bus-only bridge for the detour, and completion of the pathways and bike lane construction.
This requires work on the roadway and at intersections, affecting vehicle traffic through the corridor. Until December, overnight work will be occurring between Tunney’s Pasture and the SJAM Parkway. This is to ensure the detour is constructed before winter, in time to close the Transitway and open the detour in April 2022.

The final detour configuration will include an eastbound bus lane between Island Park Drive and Lanark Avenue, new signalized intersections at Churchill and Smirle Avenues, an eastbound cycle track on the south side and a westbound cycle track on the north side of Scott Street.

Tunney’s Pasture Station

On Scott Street between Tunney’s Pasture and Smirle Avenue, utility relocation work is ongoing, as well as roadway work including asphalt replacement, curb installation, drainage, and sidewalk construction. The newly constructed bus bridge over the Transitway at Goldenrod Drive will undergo waterproofing and paving in 2022.

Westboro Station

As part of the Scott Street detour construction, new Westboro Station bus stops will be installed along Scott Street, and will serve as the Westboro Station stops in April. Some utilities relocation and paving will occur this fall. Construction of the new Westboro LRT station will begin in June 2022.

Kìchì Sìbì Station

Work is ongoing in the Kìchì Sìbì station area (between Roosevelt and Churchill Avenues) on the Scott Street Transitway detour. The new temporary bus-only steel bridge structure over the Transitway was installed the beginning of October as part of the Transitway detour work. Construction of the retaining walls, roadway work and electrical work will continue through November, as well as the relocation of a watermain will be ongoing through the fall, near Dominion Avenue and the Transitway.

A new multi-use-pathway has been built around the work zone on the south side of the existing Transitway between Roosevelt and Churchill Avenues to maintain the connection between Kìchì Sìbì Station and Scott Street. Construction of the new Kìchì Sìbì Station is expected to begin in July 2022.



SJAM Parkway

At Churchill Avenue North at the Parkway, the construction of the new Churchill pedestrian underpass is advancing with sewer and drainage work, until the next SJAM Parkway traffic shift occurs in 2022. Then work will be able to continue. It is expected to be completed in summer 2022.

West of Kìchì Sìbì Station to Cleary Avenue, Cut-and-Cover Tunnel operations are progressing with drilling operations, excavation, and support of excavation.



Sherbourne Station

The Cut-and-Cover Tunnel in Byron Linear Park will be excavated to an approximate depth of 10.5 metres. Cut-and-Cover Tunnel construction operations are ongoing and will continue until 2023. This fall, excavation, anchoring, and wall work are ongoing from Cleary Avenue to Woodroffe Avenue.

Watermain relocation is underway at Cleary Avenue to the Parkway through fall. Trucks and equipment will continue to access the site from SJAM Parkway and via Cleary Avenue. Richmond Road near Cleary Avenue will have traffic detours this winter and spring during sewer relocation work. Drilling and excavation will be ongoing near Cleary Avenue and Richmond Road through 2022. Sherbourne Station construction is scheduled to begin this fall with foundation pouring and support of excavation work.



COMMUNITY IMPACTS

Majority of the construction activity will occur from 7:00 am to 6:00 pm, Monday to Friday however, there will be requirements for overnight work and intermittent weekend work.

Noise and vibration from trucks and heavy equipment is expected.

Trucks will use approved haul routes. The main access for trucks to sites identified in this notice will be via Scott Street, the SJAM Parkway and Richmond Road. Workers and contractors will park in designated parking areas.

Streets will be swept and cleaned regularly as weather permits; snow clearing will be ongoing during winter.

Pedestrians, cyclists, and motorists should adhere to all posted signage, and mobility movements using extra caution when travelling in the area to ensure safety, as traffic patterns change.

For residents whose property borders the affected construction zones, equipment in the area may cause additional noise and occasional vibration as the work progresses. The City of Ottawa thanks residents for their patience as KEV works to complete these construction activities.

I don't think the Trllium line extensions are getting quite the same treatment for station finishing. The fare areas seem to be more like a simple glass box with enclosed staircases and the platform shelters can only be what I would assume to be bus shelters.

I won't hold my breath for a 2022 opening though.

Not including a pedestrian underpass at Lincoln Fields instead of a crosswalk/crossride across 6 lanes of busy arterial still drives me crazy seeing that they have it all dug up. Surely an extra 8 or 10 feet of width on that tunnel under Carling would have been negligible in extra costs compared to the signalling and maintenance of a surface crossing.

I agree. Connectivity for peds and cyclist was poorly conceived throughout.

AFAIK, the MUP will continue to use the original underpass, but I agree that it isn’t optimal for accessing the station.

That MUP won’t be accessible from Carling. Unless you count the circuitous way going through the station with its elevators and stairs, I don’t think there will be a way of getting from the green space on one side of the tracks to the other between Richmond Road and Woodroffe High School .

We've started a daily walk past the Churchill pedestrian underpass, Kichi Sibi station, Westboro Station, and the Scott Street makeover into the transitway detour.

This also takes in work at Azure Westboro and 1976 Scott.

Originally, we were doing the walk weekly but too much was changing week to week. Day to day the pedestrian detours along Scott change. Signage — but during active working hours they have people directing the pedestrians. Sidewalk and MUP snow clearing was slow and incomplete but, to be fair, since the routes change every day or two and there are sidewalks that didn't exist as of a few months ago, I can't really blame the plow drivers.

(BTW: the crew at Churchill are a great group of guys, working 21 days on, 7 days off.)

West extension behind by 10 months due to water infiltration problems at the SJAM tunnel (or something to that effect).

Agreed. I really liked the idea of having the tracks partially covered so that you could get views of the river from the train. Its not like people could walk across the parkway to the river at any location.
