They were actually built around the same time.
The COB was completed in 1972. WTC in 1973. Not surprising that they are similar.
A few taller buildings in the middle of downtown will help balance out the look of a large lone building eventually.
Brutalist architecture is not everyone's cup of tea, as it generally emphasizes utility, not art.
People used to hate the International Style, but we all love the Ken Garff Building nowadays. Point being, COB will eventually blend in and add some variety to a newer more glamorous skyline.
