The reason why the ground floor has no real street presence is that the entire floor (aside from the lobby area) is being used for enclosed parking. I think the building itself will be fine looking, but some street interaction would have been nice.
I agree this is not optimal. The entirety of Highfield Street from Main to Gordon has essentially been redone in the last three years, but the only commercial enterprise with any street interaction in this area is the
Monk 10 restaurant in the Hilton Garden Inn.
With the Avenir Centre immediately next door, this is certainly a lost opportunity.
