Sorry for the late response to this one. I had a chat with an RCMP officer quite a while back who stated that a new type of photo-radar was coming (already demo'd). It would capture your license plate, and timestamp. Another setup further down the highway would capture the same information. A simple distance over time calculation gives them an average speed that likely still exceeded the speed limit, allowing them to charge you with a 'bare minimum' speed you reached. in other words, go ahead and think you 'beat' the radar by slowing down before they measured your speed. It won't help you.
