He's only got approvals in hand for the two additional floors on the hotel. The apartment isn't approved yet, but he *can* build the first 6 floors if he wants right now, which he does have approval for, just like how he built the first 10 floors of the hotel. Perhaps once those floors are done he will have approvals in hand for the full tower.

He has already completed all of the below grade floors of that tower, so he's definitely not expecting the city to reject this one.

And it would make sense to start work above grade on the second tower, regardless of whether it remains 6 floors, or goes to 25, or some compromise in between.
I suspect it'll be a compromise of some sort given the delay in approving it. I suspect the city was going to issue a refusal report on the tower and Vranich had the report to council pushed to negotiate a bit more. He doesn't have the time to run through a lengthy OLT hearing so the City has the upper hand here as he needs them to approve it.

Is this crane that was being put up today for the additional 2 floors of the hotel, or for the condo building?
Honestly, I didn't stick around long enough to find out. I've only ever seen a crane like this used to complete install or tear down of a tower crane, but no tower crane was visible when going up Queen this evening, so perhaps I'm wrong and they're using it to finish off the hotel. One benefit of something 12 storeys or so is that an expensive tower crane isn't needed, so perhaps rather than reinstall it, they are simply using a ground crane.

Did they shift where crane is going up, recall that the yellow crane just sat on site disassembled , so hoping that they are centering this one on the 2nd tower. Regardless , will be nice to see the hotel completed.
