Probably when through traffic of the major thoroughfare(s) can continue straight on without having to slow down and turn or need to yield to oncoming traffic.
Unlikely that the design at 1/16 will allow TCH travelers to enter and exit the roundabout without having to yield to those currently traveling in the roundabout.
That picture you linked has both through traffic not needing to slow down, and just the people needing to execute a turn will have to go on the ramp and run through the roundabout.
