It is to be concrete. That asphalt is temporary. 207 south of the intersection will be asphalt, but the rest is concrete. I read in the Free Press that they are closing the rail crossing for a couple of days, so I guess I was wrong about the coordination with CN taking a long time.
I just drove through a couple hours ago. Lots of work happening. The rail crossing will be closed for the weekend if I read the signs right.

Being over the weekend and all the traffic on hwy 1 east. And that all that Lorrette traffic will now have to use PTR 206 which has no signals. I can see a few accidents happening.
They are paving the 26 km of road in the WB lanes from #12 to deacons corner. I wouldn’t even call it paving as they are putting that awful thin layer of black aslphalt on the existing surface that lasts maybe a year or so. I’m totally shocked and angry that they aren’t fully paving the stretch. Seems like a cheap out. I’ve never seen anywhere else put this on the roadways but here. In one season heaves in the road pop up and sinkholes… ie fermor leaving city limits at the symington overpass to the perimeter.

There is a new repaving tender for PTH 3 out. Between Brunkild and Carman. The design calls for two 2km long passing lanes in each direction. Of the 33km in total, 8km will be 3 lanes wide. I am excited about this; I frequently drive that length and it can get pretty hairy passing semis there.
Took #8 to Gimli yesterday, the highway has completely deteriorated and in bad need of resurfacing, Moldova would be proud of the roadway!
Just think that is after several projects to improve the road including the gravel refinishing thing MB Highways likes to do. Not sure exactly what it is but it is something like a mix of asphalt overlaid with gravel that gets pressed into the surface. Seen it used quite a bit on other roads.

That stretch of #1 from Deacon to #12 was re-constructed completely about 10 years ago in both directions. Concrete on EB, asphalt on WB.
The chip seal they're doing is part of the process with Asphalt. Maintenance is required and being ~10 years out from the initial work, seems to be about right.

This is a good start. I don't often drive this highway but I find it pretty dicey with the heavy truck and farm traffic... it seems like a good candidate for twinning at least from Winnipeg City Limits to around Sanford.
I just drove Hwy 3 this weekend to Stephenfield and really didn't have any problems. But it was mostly just campers and passenger cars. Having passing lanes will be nice for sure.
