That and Catherine street is clearly overbuilt and should be a two way street with wider sidewalks. There's no reason for Catherine to be a 3 lane one way.

I like the way you think

it doesn't have to be officially a woonerf, just an avenue so useless to cars and so attractive to pedestrians that it's functionally pedestrianised. With King St. being narrowed down to a single lane at James with the LRT, and only 2 lanes wide in the International Village, it's not as far off as one might think... certainly needs a change in council, though.
Course, that's not the only reason to vote next October
