When it comes to the LRT issue it usually is. Would probably have been 9-7 if another councillor wasn't off on long term sick leave.
4 of the 6 opposed are councillors in the outer suburbs whose wards include rural land, another is from the east end of the original city, and the other from a ward on the east mountain.
They oppose largely because they believe their constituents won't get any benefit from the project, and some argue that a city-wide BRT system would be better (but probably don't understand what a true BRT is... some of the residents of those outer wards would have a fit over dedicated bus lanes taking part of the major arterial roads). There's also angst about the city's costs to operate LRT; BRT supporters don't seem to understand there will be operating costs involved with that too, much greater for equivalent service.
The final MOU will likely squeak through on a close vote as well. The dissenters can safely oppose a $3.4 billion investment knowing that there is enough support from other councillors, while staying faithful to many of the subjects in their ward fiefdoms.
