Developer proposes hotel, 22-storey apartment tower for ByWard Market site of former Shopify HQ

A Montreal developer with a growing portfolio in Ottawa is proposing a 22-storey hotel and apartment complex on the site of a historic commercial building in the ByWard Market that was once home to e-commerce powerhouse Shopify.

In a recently filed planning application, Rimap Development says it wants to build the project on an P-shaped 1.3-acre property at 126 York St. and 151 George St. A five-storey heritage warehouse building now sits on the York Street site and a surface parking lot occupies the George Street portion.

The plan would see the Major Building ​– which was built in 1913 and is now protected under the Ontario Heritage Act – preserved and converted into a hotel with 214 suites.

Perhaps best known for being Shopify’s headquarters back when the e-commerce powerhouse was still a fledgling startup, the 58,800-square-foot loft-style structure is now home to several tenants, including software company Kivuto Solutions and architecture firm Linebox Studio.

According to a heritage impact study commissioned by the developer, the former warehouse “exemplifies the Beaux Arts style as applied to an industrial building” and is “a rare example of early 20th century industrial architectural design.”

The proposed 22-storey tower designed by Montreal-based Architex Group would face George Street and contain 280 rental apartment units. The new building would be connected to the heritage structure through a series of stepped-back floors built on the warehouse roof, and a ground-floor pedestrian walkway would link the two buildings.

An underground parking lot with spaces for 122 vehicles and 168 bicycles would be shared between hotel guests and tenants of the apartment building. The development would also include a gym, pool and rooftop terraces for the use of guests and residents, while the hotel would have a restaurant and outdoor terrace facing York Street.

“The adaptive reuse of the warehouse as a hotel and restaurant at-grade will reinforce the hospitality and residential character of ByWard Market,” a development brief compiled by consultants Fotenn Planning + Design states.

The proposed tower’s height of about 70 metres exceeds current zoning limits at the site, which is situated in a mixed-use downtown zone on York Street and a residential zone on George Street. The developer is also requesting relief from current setback and angular-plane requirements.

The proposal represents another local project for Rimap, which develops and manages hotels and residential projects in Montreal and is now involved in a growing number of Ottawa real estate developments.

The company is part of a plan to build a 25-storey, 208-room AC Hotels by Marriott lodging that’s slated to open in 2023 on the site of a former Beer Store at 201 Rideau St. and will be managed by the company’s sister firm, Rimap Hospitality. The firm is also developing a 20-storey apartment building on Bronson Avenue managed by District Realty that is scheduled for occupancy this summer.

In addition, Rimap lists land at 275 Rideau St. at the corner of King Edward Avenue currently leased to the LCBO as a “future development site.”

Is the grey'ed out tower in the middle bottom the proposed Hampton Inn (or whatever) or is that sandwiched between the grey'ed out tower and the Andaz (effectively becoming another Claridge Plaza/Envie fiasco of 3 identical height towers creating a massive wall?

Montreal developer behind heritage hotel plan calls move into Ottawa a 'natural progression'

The Montreal-based developer behind a plan to convert a ByWard Market heritage site into a hotel and build an adjoining apartment complex says it has “a bunch” of projects in the pipeline for the National Capital Region, promising more “big” news soon.

“It seems like a natural progression to go west,” Rimap Development co-president Marc Varadi told OBJ on Friday, noting the Quebec firm also has projects in the works in the Toronto region. “Ottawa’s fantastic. People often underrate it.”

Varadi’s firm recently added to its growing portfolio of local developments with a proposal that calls for a 214-room hotel and a 280-suite apartment tower on a 1.3-acre site in the ByWard Market.

“We know the area (and) very much like the ByWard Market,” says Varadi, whose wife grew up in Orl​éans. “It’s in the heart of the action. It’s a great, fun, vibrant area.”

Rimap plans to refurbish the existing five-storey Major Building at 126 York St. ​– a 108-year-old structure that’s protected under provincial heritage legislation and is currently home to several office tenants ​– as a hotel. A proposed 22-storey highrise on adjacent property at 151 George St. would be integrated into the former warehouse via a series of stepped-back floors and a pedestrian walkway.

Varadi says his company is working with city heritage staff to ensure the Beaux Arts-style building built in 1913 is restored to its “former glory.”

“It was a very nice collaborative process,” he says, adding he expects the whole project to take about two-and-a-half years to complete once the necessary zoning amendments are approved.

Varadi would not disclose the branding of the future hotel, saying he would reveal it “as soon as I’m allowed.”

Viradi’s firm purchased the ByWard Market property last spring, just as the pandemic was beginning to take a massive toll on the tourism industry.

While he concedes there’s not “a huge appetite for people to go into the hotel market” right now, he says he’s not worried about the sector’s long-term prospects.

“COVID has put a temporary damper on (tourism), but we bet it’ll come back … even better than before. That’s why we’re ready to make the investment. We are optimistic that humans are resilient and that the world will return to normalcy in the near future.”

In addition to the proposed York Street hotel, Rimap is also building a 208-room AC Hotels by Marriott lodging at nearby 201 Rideau St. in conjunction with sister company Prince Developments.

Construction is already under way, and the new hotel is slated to open in 2023.

“Hopefully, if it’s like our Montreal AC Marriott, it’ll be a big success and bring a lot of vibrancy, life and action to the area,” Varadi says.

Rimap and Prince also teamed up to buy a two-thirds stake in a property at the corner of Rideau Street and King Edward Avenue a few years ago, with Westdale Properties of Toronto purchasing the remaining share.

The LCBO has several years left on a long-term lease at the site. It will likely be closer to the end of the decade before any new development plans come to fruition, Varadi says, adding that whatever takes shape is more likely to be a multi-residential project than a hotel.

Rimap has already dipped its toe into the capital’s multi-residential market with the Beckett, a 19-storey apartment highrise with more than 250 units at the corner of Bronson Avenue and Gloucester Street.

The firm also partnered with Prince on that development, which is scheduled for occupancy this summer and will be managed by District Realty.

Rimap has a sister company, Rimap Hospitality, that already manages several hotels in Montreal and will also oversee its Ottawa lodgings. Varadi says the firm has a “good, healthy mix of hotels and multi-res” projects in various stages of planning and construction.

“The development we’re doing is basically feeding the machine,” he says.

This is all such great news. All we've ever needed is for Montreal and Toronto (and beyond) developers to realize the opportunities in Ottawa and help to make this city a real Global City, befitting it's heritage and status as a G7 Capital. I hope to see them push our shabby shoddy shitty local developers to the fringes of the market in my lifetime.

Not a fan.
Wish they'd just leave the Major building as is. Is the building decrepit or in disrepair? There aren't many office warehouse buildings like it in Ottawa.

This is some of the best adaptive re-use we've seen in Ottawa. The original building will be fully preserved, with the addition linked by cantelivering over the old structure.

Too often, developers demolish heritage buildings (by neglect or with the City's blessing) and opt for facadism, a plaque or nothing at all, often in the name of a bigger parking garage.

The only alterations here is the brick and larger windows on the side to try and match the front, and demolishing two relatively modern annexes. The interior will be subdivided into hotel rooms. The rest of the structure, foundation and front will all be 100% preserved.

Such a great idea! One of my main concerns is the entrance on George Street, I can can just sense the anxiety of having to cross in front of the Salvation Army to access the apartments. I've always went out of my way to cross to the other side at night just for peace of mind...

Will the Sally Ann on George St not be closed down once they have built their new digs on Montreal Road in Vanier?

I'm not sure if they are shutting it down completely or just reducing their activities in the Market.

EDIT: the latest news from June 2020 - The Salvation Army also said it would keep its addictions services at its Booth Centre in the ByWard Market, rather than relocate that element to Vanier.

The one on Montreal Rd is a Women only center and as far as I'm concerned the women aren't the problem on George Street...

There's been a of movement recently in building more supportive housing for the homeless and new care facilities. Hard to keep track of them all.

Transforming a century-old five-storey warehouse as part of a larger hotel and apartment development in the ByWard Market comes with a plan that “ensures exceptional architectural design,” the company’s recently filed planning application says.

Montreal-based Rimap Development has big plans for the P-shaped property at 126 York St. and 151 George St., where the company envisions a new 22-storey tower integrated with a converted Major Building.

It’s the latest redevelopment project that could inject more hotel rooms into Ottawa’s main tourist district, while making more rental units available in an established community as the city works to satisfy new residential intensification targets.

Rimap’s application for the ByWard Market is in the public comment phase until June 18 with August eyed for a report to the planning committee on the requested zoning changes. Because the site is in a heritage conservation district, the built-heritage subcommittee will also be asked to weigh in.

The company plans to have 214 hotel rooms and 280 apartments in the complex, with shared amenities like a gym, pool and terraces. The old warehouse building would have hotel rooms and a restaurant.

The cultural impact statement by Bray Heritage filed with the development application says the old Major Building warehouse dates back to 1913 and was designed by Ottawa architect C.P. Meredith. It was built as a grocery warehouse for Marie Corrine Major, who took over management of the company after the death of her husband, Silvini J. Major. She went on to help form National Grocers.

Decades later, the Hudson Bay Company bought the property to use for storage before it was sold and subsequently used for office and retail spaces.

The cultural impact study says it’s a good example of Beaux Arts style applied to an industrial building.

As part of the redevelopment, an addition to the east of the warehouse building would be demolished, where the defunct Liquor Store bar was once located.

The high-rise, built on an existing surface parking lot off George Street, would be partially built atop the warehouse building and step back as the tower increases in height, according to drawings by Le Groupe Architex.

The brick and stone on the warehouse would remain, but windows would be updated. The surface of the building would be cleaned, mortar joints repointed and any broken bits would be replaced with similar features.

Architects are looking to match the look of the warehouse brick in panels that would be installed on the tower.

More developers have eyed the ByWard Market for new hotel rooms in recent years, including Larco Investments, owner of the Château Laurier, with its plans to expand the heritage hotel.

Rimap is no stranger to the Ottawa. The company is also involved in the AC Marriott hotel project on Rideau Street.
