I'm wouldn't be so sure they won't.
But also with Southern Ontario gaining in population, demand for freight will grow. So there will be a tipping point where business growth is just enough to pay the maintainenance for additional track. And well, they also get money from other users like VIA, so there's a way to monetize that excess capacity.
