The Peg punches way above its weight and just needs to fill those 10 or 15 key surface lots with a few thousand people.

As far as the three cities of 800,000 in the country, I'd say Winnipeg punches perfectly within its weight class. Hamilton being the unlucky underachiever, and Quebec being the lucky historic capital with two large secondary suburban cores (Levis and Ste. Foy), which is why I'd say QC punches above in all measures. Regardless, the acceleration of development in downtown Winnipeg over the past decade has been great to watch.
