So the interesting thing a lot of people don't realize is that King George Boulevard is basically 136th Street through most of North Surrey (64th Ave to 108th Ave). So if you look at the render you can see KGB sweeps West at 108th (it actually starts sweeping about 107th...) then there is that pathway which = 136, and then 136th again under that directly lined up with KGB above.
That said, yes actually if you look back to Aerial photos from 1998 on Cosmos (Surrey's GIS), you can see that part of the lot was treed then, and there were numerous buildings along Hilton Road along with parking lots at the south east, 2 of which exist today.
I would imagine that is the extent of the development back then. By 2001 all the buildings had been bulldozed and the trees removed, so it is mainly dirt patch with the two parking lots. Over time the dirt turned into grass, and the grass grew until it looked like a field.
So effectively the lots have been empty since about 2000, with some of the others being empty before that. Like I said the whole area has had a rough history so the development impotence between the 80s and today has just likely not been there for anyone to build.
But that is changing quickly and I'd imagine they won't stay empty forever. It's the same with the property on the south-west corner of 108th, which is also completely empty. It is basically prime corner real-estate and has been an open empty lot since 2000 also.
