Hey Mr Downtown or others, do any of you know the history around Special Service Area 12 ("downtown circulator")? It still shows up on Cook County tax bills, but as far as my digging goes, it has never collected any revenue and the City of Chicago DPD does not list it as an active SSA. What's the deal with it?
